RequirementsMOS Code: NoneEducation and Experience : Bachelor's Degree or higher in Business, Public Administration, or a related field, and six (6) years of professional real property management experience including right-of-way acquisition, lease management, and property appraisal review, including three (3) years in a supervisory capacity.
Licenses and Certificates : Valid Texas Class "C" Driver's License or equivalent from another state by the time of appointment.
General Purpose
Under general direction, manage, plan, implement, coordinate, and direct the functions and strategic plans for the Land and Management Division, including property acquisitions, land sales, land leasing, and land use.
Typical Duties
Oversee and administer real property sales, purchases, and property acquisitions for utility capital improvement projects, and leases for El Paso Water (EPW) and effectively determine a long-range plan for sustainable development. Involves: Management of multi-million dollar PSB-owned and lease inventory. Establish objectives of various real estate planning. Write, execute, and manage leases, contracts, agreements, and related documents. Review financial statements, order, and analyze appraisals and surveys. Negotiate with potential tenants and property owners. Prepare real estate documents for property sales, purchases, and leases. Review and approval of restrictive covenants. Inspect properties for lease violations and follow up on corrective action. Inspect the rental property and order any necessary repairs or maintenance. Monitor rent and calculate rental adjustments. Initiate default proceedings.
Perform and review a variety of real property-related assignments. Involves: Negotiate temporary land use agreements. Participate in land use actions, such as vacation of right of way, zoning of Public Service Board (PSB) property, and subdivision of PSB property. Manage environmental closure statements, testing, and remediation of environmental issues. Review easement and rights of way agreements. Prepare requests for proposals or specifications to acquire services. Develop leasing and marketing policy recommendations. Review Appraisal Reports. Prepare market analysis on EPWU properties upon request by management and PSB.
Assist in the implementation of PSB's approved and city-recommended Master Plans and related strategies. Involves: Coordinate and make recommendations to EPWU engineering and City planning staff and other governmental agencies on master planning strategies and land studies for EPWU-owned land. Coordinate and assist with major development planners on upcoming real estate projects that will impact service demands and facility needs.
Coordinate with executive management and PSB and other boards and organizations to achieve strategic objectives. Involves: Collaborate to acquire additional lands to meet EPW water supply plans as required by state legislation. Coordinate purchases of additional surface water to supply EPW facilities. Coordinate the leasing of acres for water rights and monitor water charges.
Represent the department and provide technical support, information, and guidance on real property issues. Involves: Respond to requests for information on the sale of EPWU land holdings, purchases of land, lease agreements, land use, and related policies and procedures. Prepare comprehensive documents on land acquisitions, selling recommendations, lease agreements, and special reports. Prepare and present information and materials for the Public Service Board and City Council meetings. Prepare and make presentations on marketing efforts.
Supervise assigned personnel. Involves: Schedule, assign, instruct, guide, and check work. Management of workflow, work product, and work distribution to ensure projects are completed promptly. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants, and recommend hiring, termination, transfers, discipline, or other employee status changes.
