Description

SUMMARY: Handle non-emergency calls for service in support of the Police Department Patrol Division. Receive, catalogue, store, retrieve, and disseminate police and departmental records and to assist in a variety of special projects. Perform duties and responsibilities involved in the enforcement of City of Cheyenne parking ordinances. Investigate motor vehicle collisions including issuance of moving violation citations related to collision investigation. This is a limited authority uniform position.

SUPERVISORY RESPONSIBILITIES: Receives supervision from Police Department CSO Sergeant. This position has no supervisory responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Handle non-emergency calls for service involving abandoned motor vehicles, petty crimes, VIN Checks, traffic complaints, parking complaints, assisting at traffic crash scenes and similar duties either in the field or lobby of the police department.
  • Investigate motor vehicle crashes.
  • Collect/preserve photographic and physical evidence and testify to the methods used.
  • Issue warnings/citations associated with traffic crash investigations, parking enforcement and nuisance violations.
  • Preserve and maintain custody and security of found/recovered property.
  • Deliver summonses for service to patrol officers in the field.
  • Direct traffic at special events and traffic related emergencies.
  • Patrol city streets in a vehicle or on foot; enforce parking regulations/ordinances.
  • Perform limited clerical duties including but not limited to case viewing, data entry, and manual filing.
  • Operate a computer terminal, MDT terminal, microfilm machine, copiers and printers.
  • Answer telephones, respond to requests and inquiries from the public and departmental personnel in a courteous manner, provide information on public records vs. confidential records, and provide general information regarding department policies, procedures and regulations.
  • Operate a motor vehicle in various conditions to include adverse and severe weather.
  • Communicate via police radio and MDT terminal.
  • Sit or stand for periods of two hours or greater at various scenes.

OTHER DUTIES AND RESPONSIBILITIES:

  • Attend various in-service/department-sponsored training.
  • Testify in City, State or Federal court proceedings.
  • Participate in the training of the use of new or modified computer applications and procedures.
  • Provide escort to individuals requiring entry to the police department.
  • Perform other duties and responsibilities as required.

Qualifications


QUALIFICATIONS: The requirements listed below are representative of the knowledge, skills, and abilities required to perform the necessary functions of this position.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of police methods and procedures including traffic control and traffic hazard mitigation.
  • Knowledge of English usage, spelling, punctuation, and mathematical principles.
  • Knowledge of municipal parking, related ordinances, state motor vehicle codes related to moving and non-moving violations.
  • Knowledge of infectious disease exposure practices.
  • Knowledge and skills in self-defense tactics.
  • Knowledge of and ability to use technology that supports law enforcement practices and programs.
  • Knowledge of modern office procedures, record keeping and filing practices.
  • Skills to prepare clear, accurate and grammatically correct written reports.
  • Skills to analyze situations quickly and objectively to determine and take emergency action.
  • Skills to operate assigned office equipment and type at a speed necessary for adequate performance.
  • Skills to work courteously with the public on the telephone or in person.
  • Ability to identify community caretaking issues and traffic related hazards, and take preventive action
  • Ability to interpret, explain, and enforce Department policies and procedures.
  • Ability to interpret and apply local and State laws, codes, policies, and procedures for handling calls.
  • Ability to maintain a high level of confidentiality.
  • Ability to work independently and in the absence of supervision.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish/maintain effective working relationships within department and with outside agencies
  • Ability to effectively deal with personal danger during the performance of assigned duties and responsibilities.
  • Ability to exercise sound judgment and rational thinking under dangerous circumstances while choosing and appropriate and reasonable course of action.
  • Ability to learn geography of the city (street layout, addressing system, hundred block systems, etc.)
  • Ability to learn the organization, procedures, and operating details of a law enforcement agency.

EDUCATION AND EXPERIENCE: High School diploma or equivalent. Prior experience as a Community Service Officer in a law enforcement agency. One year of experience as a Security Officer performing work in a field environment. One year of increasingly responsible work experience interacting with the public.

CERTIFICATES, LICENSES, REGISTRATIONS: Possession of, or ability to obtain an appropriate, valid Wyoming driver's license.

WORKING ENVIRONMENT: Office or field environment with the possibility of working on-call shifts, nights, weekends, and holidays. Office environment within the Police Department utilizing computers working closely with others, sustained posture and intense attentiveness for prolonged periods. Operate motor vehicle in adverse weather conditions, outdoors in austere conditions and in all seasons of weather. Potentially hostile environments.

SPECIAL REQUIREMENTS: Must be willing to submit to a rigorous background check including polygraph, psychological evaluation, medical examination, and have no prior felony convictions.

PHYSICAL DEMANDS: Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time; operating assigned office equipment; strenuous physical activity; lifting and carrying up to 45 pounds; reaching above the shoulder; walking, standing, or sitting for prolonged periods of time. Maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating a motor vehicle and assigned equipment. Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities. This is safety sensitive position and is subject to random drug and alcohol testing.
