Starting hourly pay range for these positions are, commensurate with experience
  • Maintenance Technician I: Up to $23.35, (Full pay range $18.03 to $24.42)
  • Maintenance Technician II: Up to $29.07, (Full pay range $20.33 to $32.53)
  • Maintenance Technician III: Up to $31.99, (Full pay range $22.37 to $35.79)
TRAINING:
Paid training will be provided to successful applicants. Training includes but is not limited to commercial driver’s license training, heavy equipment training, other training to meet qualifications for promotion to higher technician classifications.

OVERALL JOB OBJECTIVE:
Under direct or general supervision, performs a variety of entry level to skilled street maintenance and repair tasks in the areas of maintenance, construction and equipment operation for City of Boulder transportation corridors, and performs related duties as required.
Transportation Maintenance Technician I: Under direct supervision, performs entry level to semi-skilled tasks.
Transportation Maintenance Technician II: Under general supervision, performs semi-skilled to skilled tasks.
Transportation Maintenance Technician III: Under general supervision, provides staff direction, daily coordination of activities, and performs skilled to semi-skilled tasks.

DUTIES AND RESPONSIBILITIES:
The following explains the expectations with additional information for Maintenance Technician III
1. Supports and performs repairs, maintenance, construction, and modifications to transportation irrigation systems and minor plumbing installation and repairs, including but not limited to the following:
Trouble shoots, diagnoses, and repairs irrigation system problems including but not limited to main lines, point of connection assemblies, electric valves, backflow devices, manual valves, master valves, wiring and electrical connections, controllers, sprinkler heads, and improper hydraulic conditions.
Works with the irrigation programmer to develop a water schedule per site based on that site’s monthly water budget.
Installs commercial scale sprinkler systems including but not limited to point of connection, backflow prevention, pressure regulation, master valves, controllers, field wiring, various types of pipe and fittings, sprinkler heads, electric valves, etc.
Uses electrical testing equipment such as volt-ohm meter, fault locator, line locator, and toning device for troubleshooting maintenance and repairs.
Reads and uses irrigation and landscape construction plans and as-built plans in order to perform construction and repairs. Provides materials take-off and estimates as needed.
Maintenance of City Irrigation Systems:
Coordinates and schedules with site maintenance staff, Transportation Supervisors, and other technicians on maintenance and preventative maintenance activities such as testing, adjusting, and winterization.
Conducts routine system inspections and tests for appropriate function and coverage.
Conducts routine tests on Central Control field units.
Coordinates vendor issues including repairs, deliveries, and warranty work.
Performs water meter readings.
Performs equipment repairs or may diagnose and arrange appropriate contracted service to handle repairs.
Assist with performing or supporting turf cultural practices such as aeration, seeding, and marks sprinkler heads and flags boxes.
Assists with data management and makes recommendations for program and project improvements. Maintains records of work performed, materials and supplies, orders, purchases, safety checklists, equipment use/maintenance, inspections, work orders, snow removal, and safety.
2. Provides field support and oversight to the maintenance and repairs of the City of Boulder Transportation & Mobility system for rights-of-way of bikeways, and medians, including but not limited to the following:
Bikeway Maintenance: Sweeping cement and asphalt surfaces; ensuring paths are free of obstructions; trash and snow removal; turf area maintenance and weed trimming; repair surface damage and remove graffiti; paint underpasses. Removal of deceased animals in right of way.
Median Maintenance: Landscaping of trees, annuals and perennials and mowing, trash and snow removal, aerating, fertilizing, and sweeping; planting flower beds, weeding, pruning, chip mulching, edging, implementation and documentation of the workgroup’s Integrated Pest Management Plan (IPM), irrigation system maintenance management, remove graffiti and paint underpasses. Removal of deceased animals in right of way.
Street Sweeper Operation: Operation and maintenance of mechanical street sweeper units for city streets. Changes sweeper brooms and hauls sweeper debris to designated location. Sweeps on-street bike lanes and streets on a regular basis, sometimes early mornings to minimize traffic impacts.
Street Maintenance: Patching and pothole repair; overlaying, chip and seal preparation; snow removal and applying de-icing materials; trash and tree limb removal; sweeping, hauling and other associated tasks; right-of-way structure repair; prepares, screens, and/or disposes of materials; alley grading and maintenance. Removal of deceased animals in right of way.
3. Uses tools and equipment in the performance of maintenance tasks and may perform minor and preventative maintenance on equipment and vehicles. (For more information; see the Required Minimum Qualifications and Working Conditions sections below).
4. Willingness/ability to respond to 25% after hours work during irregular hours, weekends, evenings, holidays, and emergencies.
5. Must Respond to 100% of snow shifts when called from September through May.
6. May work in confined spaces that require ventilation to protect against potential noxious gases and fumes.
7. Actively promotes a safety culture by observing and following all city and department safety procedures, regulations and policies and assists in ensuring others do so in order to promote a safe work environment and prevent injuries and illnesses.
8. Success measures include:
Enforces and adheres by organizational policies, rules and safety regulations related to persons using city vehicles, equipment, and public works facilities.
Ensures safe public spaces while completing work tasks and raises safety concerns to appropriate supervisors or contacts.
Identifies addresses or elevates any health and safety risks within the public works facilities.
Responsible for the safety of self, others, materials, and equipment and uses all required personal protective equipment (PPE).
Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Does not operate a vehicle or equipment in an unsafe manner, including avoiding the use of a cell phone.
Reports all injuries, accidents and damage to City property to their immediate supervisor on the same day that they occur.
Adheres to all MSDS requirements when using chemicals and is fully aware of the product specifications and required PPE.
For Maintenance Technician III. Also trains and supervises temporary staff in safe operation of equipment/vehicles.
1. Facilitates good communication with co-workers and supervisors. This includes:
Shares information and receives feedback, listens to and respects input, participates in workgroup conversations, and directly deals with issues that arise.
Communicates important information from supervisors and other City officials to co-workers and employees.
2. Reads quarter section book and as-built plans. Works with Project Managers on project specifications.
3. Maintains accurate records of work performed and materials and equipment used. May use a computer to log information.
4. May provide oversight to contractors and may direct seasonal or temporary employees including task and work assignment and providing basic field training and input. Acts as lead worker, including task assignment and work instruction, for small work teams (2 people).
5. Troubleshoots issues of medium to high complexity, judging and responding appropriately to the potential for public health and safety concerns.
6. Remains generally alert to conditions and events occurring on public rights-of-way indicating anticipated or needed repairs and report such conditions to supervisors.
7. May interact with members of the public in the field to provide information and customer service. Provides input into responses to inquiries from the public and/or internal departments/requestors.
8. Participates as a member of a team.
Demonstrates a strong work ethic.
Treats co-workers and supervisors with respect and courtesy.
Contributes and gives input to the team.
Recognizes the needs of team members and maintains a fair share of team’s workload.
Works effectively on a team and promotes teamwork when directing seasonal or temporary workers
9. May assist in maintaining the Utilities infrastructure system.
For all technician levels.
Other:
Performs related duties as required to meet the needs of the city.
Takes good care of the City’s equipment, clothing, and resources.
Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.
Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.
Demonstrates behavior in accordance with the City Values.
Generally, duties and responsibilities are listed from most to least critical or time consuming.
REQUIRED MINIMUM QUALIFICATIONS:
Education: Basic mathematic, written, and spoken communication skills.
Experience/Licenses and Certifications:
Maintenance Technician I
At least one year of experience in outdoor maintenance or construction, preference given for experience in irrigation, or equivalent combination of education, training and experience. Within nine months of hire, obtain a valid Colorado Commercial Driver's License (CDL) with these endorsements: B (26,001 or more pounds); N (Tanker); and without L (airbrake restrictions).
Possession of or completion of the following certifications and trainings within nine months of the hire date:
Flagger certification (American Traffic Safety Services Association) within 9 months of hire.
CPR/AED (through Red Cross or equivalent accredited institution) within 9 months of hire.
Front-end loader and skid-steer loader safety training certification within 9 months of hire.
Class B CDL with tanker and air brake endorsement within 9 months of hire
Ability to learn and implement safety practices including situational awareness.
Basic knowledge of computers, tablets, and phones
Maintenance Technician II.
Possesses all of the technical and interpersonal skills, certifications, licenses, and training defined for the Maintenance Technician I. At least two years of experience in irrigation or landscape maintenance and one year experience with snow removal, or equivalent combination of education, training and experience, which includes:
Heavy Equipment Operator safety training certificate – backhoe
Work experience with Central Control units.
Confined space entry certification
Working experience with irrigation and landscape plans and designs.
Computer proficiency including E-mail/calendar/MS Word and iPad or other mobile devices
Mechanical street sweeper operation
Forklift operation certificate
Asset management software knowledge
Chain saw safety and operation
Keep It Clean Partnership training
Excellent customer service and communication skills with the ability to deal tactfully and effectively with the public and co-workers in stressful situations.
Maintenance Technician III
Possesses all of the technical and interpersonal skills, certifications, licenses, and training defined for the Maintenance Technician II. At least four years of experience demonstrating a strong knowledge of irrigation maintenance operations and thorough knowledge of snow removal operations, or an equivalent combination of education, training and experience, which includes:
Experience with snow operations including loader-mounted snow blower.
Possession of or ability to obtain Certified Irrigation Technician certification within 9 months of hire.
Backflow Inspector/Tester certification.
Possession of or ability to obtain ATSSA or equivalent certification as a traffic flagger and Traffic Control Technician (TCT) within 9 months of hire.
Ability to plan work activities, to provide performance feedback, and to plan schedules to meet objectives and goals of mission statement, and to keep accurate and timely records of work performed.
Ability to provide supervision and oversight to contractors
Valid Colorado commercial driver’s license (CDL) with these endorsements: B (26,001 or more pounds) or A (Combination 26,001 or more pounds and trailer 10,001 or more pounds); N (Tanker); and without L (airbrake restrictions).
Ability to read and review plans/blueprints, provide work direction and ensure work performed meets specifications
All Maintenance Technician Levels:
Valid driver's license. Have and maintain an acceptable motor vehicle record and criminal history.
Basic knowledge of computers including use of personal computers and/or Smart Phones and E-mail functions.
Ability to safely operate a variety of hand, power, and long handled tools and equipment to perform installation, maintenance, and repair tasks, including but not limited to: compactors, air compressors, and to operate equipment while working in and around moving traffic. Ability to perform a wide range of physical and manual tasks in an outdoor environment in all types of weather. Ability to use all required safety equipment. Physical ability to work in and around moving traffic and equipment; in areas of limited access; and confined spaces requiring standing, walking, bending, and kneeling. Upper body strength to lift and carry equipment and supplies as needed.
DESIRED QUALIFICATIONS AT TIME OF HIRE– In addition to the required minimum qualifications:
Maintenance Technician I
Flagger certification.
Experience with front-end loader, skid-steer loader, or other motorized equipment.
Basic asset management software knowledge.
Experience with snow operations.
Training and/or experience in wetland and riparian area management.
Training and/or experience in Integrated Pest Management techniques.
Experience landscaping with native species, including selection of appropriate species based on site conditions.
Ability to read and understand blueprints and other construction drawings.
CDL with these endorsements: B (26,001 or more pounds); N (Tanker); and without L (airbrake restrictions).
OSHA 10- or 30-hour training.
Maintenance Technician II
Asset management software proficiency.
Air compressor, compactor, and mechanical street sweeper operation.
Experience in urban parks or other public landscape settings.
Variety of maintenance and irrigation system experience including knowledge of valve, sprinkler, and water line repair, and controller operation.
Training on the City of Boulder Keep it Clean Partnership (Storm water protection).
OSHA 10- or 30-hour training.
Maintenance Technician III
Experience leading and coordinating teamwork.
Traffic Control Technician certification.
Loader mounted snow blower operation.
Provide work direction and ensure work performed meets specifications.
Experience in the design and installation of irrigation systems.
Experience with managing irrigation systems on a computer.
Familiarity with common local plant species.
CDL with these endorsements: A- combination; N (Tanker); and without L (airbrake restrictions).
Knowledge of City of Boulder design criteria and standard specifications.
OSHA 10- or 30-hour training.
SUPPLEMENTAL INFORMATION:
WORKING CONDITIONS - Required Physical and Mental Effort, and Environmental Conditions:
In addition to the information listed in the required minimum qualifications section.
Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to operate equipment, and review evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an outdoor environment in a variety of weather conditions and in confined spaces and to operate equipment while working in and around moving traffic. Upper body strength to lift and carry equipment and supplies as needed. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
Work Environment: Works outdoors in a variety of weather conditions, including extreme heat and sun, wind, rain, cold and snow, in and around moving traffic, and in confined spaces. Works in a setting subject to continuous interruptions and background noises.
May work irregular hours, weekend, evening, holidays, and or emergencies as required.
Machines and equipment used include, but are not limited to the following:
Transponder, volt-ohm meter, line locator, fault finder, central control computer, remote controller for field units. Service trucks (with snow attachment), single-axle and tandem trucks, , street sweepers, riding mowers, tractors/loaders/backhoes, and trailers. Hand and power tools including chainsaws and welding equipment, long handled tools, trenchers, stump grinders, snow removal equipment, push mowers, weed trimmers. Telephones, two-way radio, computers (hand-held, lap-top, and stationary) calculators, and copy/fax machines. May operate jackhammer, tamper, compressor, safety devices, utility truck,.
