Centers for Disease Control and Prevention is Hiring a Public Notice for Expedited Hire (Post-Secondary Student) - Admin/Office Support Student Trainee Near Atlanta, GA

Duties

The Post-Secondary Hiring Authority is designed to appoint students from a wide variety of educational institutions (undergraduate and graduate) into paid opportunities to work in agencies and explore Federal careers while still in school. Students are exposed to jobs in the Federal civil service by providing meaningful developmental work at the beginning of their career, before their career paths are fully established.

The CDC utilizes Direct/Expedited Hire Authorities to fill vacancies in a variety of occupations. This vacancy is a REPOSITORY of applications. Duties and responsibilities vary and may increase according to the grade level of the position. Applications may be periodically referred to hiring managers both during the open period and after the closing date. Because of the large number of applications anticipated, applicants' status will not be updated.

This public notice will be used to fill Public Notice for Expedited Hire (Post-Secondary Student) - Admin/Office Support Student Trainee , GS- 0399 positions at the GS-05 through GS-11 grade levels.

Duties may include but are not limited to:

  • Assisting the Director and staff with planning, coordinating, and executing the administrative and management duties and responsibility for the office.
  • Providing primary operational support as a specialist in agency administrative policies and procedures.
  • Providing expert advice to support staff on general administrative functions such as routine and international travel, maintaining Directors' calendars, and document clearance procedures.
  • Identifying procedural problems in program operations, using quantitative or qualitative methods.
  • Conducting studies on operating programs.
  • Making recommendations in reports.
  • Researching current or new management practices for application to programs or operations.

Conditions of Employment

Due to the Centers for Disease Control and Prevention's (CDC's)/Agency for Toxic Substances and Disease Registry's (ATSDR's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ:

  • Must be enrolled or accepted for enrollment and seeking a baccalaureate or graduate degree (diploma, certificate, etc.) on a full or half-time basis.
  • Must be a U.S. Citizen.
  • Males born after December 31, 1959 must be registered or exempt from Selective Service (see http://www.sss.gov ).
  • May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared.
  • CDC participates in the USCIS Electronic Employment Eligibility Verification Program (E-Verify ). E-Verify helps employers determine employment eligibility of new hires and the validity of their Social Security numbers.
  • Direct deposit is required.
  • A two-year probationary/trial period may be required upon selection/placement.
  • This position may be subject to a Collective Bargaining Agreement.
  • This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95- 521). CDC inspires public confidence in its trust responsibilities and mission by maintaining high ethical principles. If selected, you may be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency. If identified, this will be an annual requirement.
  • In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result.

Qualifications

Education Requirements: This appointment will be made under the Post-Secondary hiring authority. To be eligible an applicant must be enrolled or accepted for enrollment and seeking a baccalaureate or graduate degree (diploma, certificate, etc.) on a full or half-time basis.

AND

Minimum Qualification Requirements for GS-05 :

  • To qualify at the GS-05 grade level, you must have at least three (3) years of general experience, one (1) year of which was equivalent to the GS-04 grade level in the Federal service, to include providing administrative services such as analyzing facts, researching problems, preparing correspondence and reports, or assisting customers with inquiries.

OR

  • Have completed four (4) academic years of post-high school education leading to a Bachelor's or equivalent degree in any field from an accredited college or university.

OR

  • Have a combination of general experience and education that together meets 100% of the qualification requirement for this position.

Minimum Qualification Requirements for GS-07 :

  • To qualify at the GS-07 grade level, you must have at least one (1) year of specialized experience, equivalent to the GS-05 grade level in the Federal service, to include using computer word processing, database programs, or other computer software to enter, store, retrieve and print information and prepare correspondence, reports, or other written documents; and establishing and maintaining filing systems.

OR

  • Have completed one (1) full academic year of graduate level education leading to a Master's/equivalent degree in any field of study that demonstrates the knowledge, skill, and ability necessary to do the work from an accredited 2-year or 4-year college or university, graduate or professional school -- OR -- have a Bachelor's degree and meet Superior Academic Achievement (see Education Section below).

OR

  • Have a combination of specialized experience and education that together meets 100% of the qualification requirement for this position.

Minimum Qualification Requirements for GS-09 :

  • To qualify at the GS-09 grade level, you must have at least one (1) year of specialized experience, equivalent to the GS-07 grade level in the Federal service, to include developing and coordinating a variety of basic/routine reports, staff actions, correspondence, and/or program briefings; preparing program management documents, ensuring that input/information is updated as needed; and organizing, collecting, analyzing, and presenting information related to current and/or future projects/programs.

OR

  • Have completed a Master's or equivalent graduate degree in any field of study that demonstrates the knowledge, skill, and ability necessary to do the work from an accredited college or university -- OR -- completed two (2) full years of progressively higher-level graduate education leading to such a degree -- OR -- LL.B. or J.D., if related.

OR

  • Have a combination of specialized experience and education that together meets 100% of the qualification requirement for this position.

Minimum Qualification Requirements for GS-11 :

  • To qualify at the GS-11 grade level, you must have at least one (1) year of specialized experience, equivalent to the GS-09 grade level in the Federal service, to include assisting management and staff with planning, coordinating, and executing the administrative and management duties and responsibilities of an office; conducting studies of work processes/procedures and making recommendations to improve office operations; maintaining office calendars for management and staff.

OR

  • Have completed a Ph.D. or equivalent doctoral degree from an accredited college or university -- OR -- three (3) full years of progressively higher-level graduate education leading to such a degree --OR -- LL.M., if related.

OR

  • Have a combination of specialized experience and education that together meets 100% of the qualification requirement for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.

Superior Academic Achievement (S.A.A.) (GS-07 only) is based a bachelor's degree with one of the following:

  • Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  • Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
  • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
  • 3.5 or higher out of a possible 4.0 ("B " or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  • Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
  • Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies .

Appointment Limitations:

  • Post-secondary students will initially be appointed in the competitive service to one of the following depending on the need of the agency:
    • Temporary appointment not to exceed (NTE) 1 year; OR
    • Term appointment for a period expected to last more than 1 year but NTE 4 years
  • Initial appointments can be extended for a period that will allow the student to complete his/her degree requirements, provided the extension does not exceed the time limits and the eligibility criteria continues to be met.
  • Appointments will end upon the not to exceed date of the post-secondary student appointment unless the employee is converted to a permanent position in the competitive service or the appointment is extended prior to expiration.

Promotion and Conversion eligibility:

  • Promotion to the next grade level is not guaranteed and no promise of promotion is implied. May be selected at any grade level with non-competitive promotion potential to a higher target grade. Promotion to the next grade level is at management's discretion and is based on meeting qualifications and time-in-grade requirements.
    • Employees initially appointed for less than one year are not eligible for promotion.
  • Conversion to an entry-level career is not guaranteed and no promise of conversion is implied. Employees hired under the Post-Secondary Hiring Authority may be converted without further competition to a permanent position with promotion potential up to the GS-11 grade level depending upon the needs of the agency. Conversion is at management's discretion and is based on completion of baccalaureate or graduate degree and meeting OPM qualification requirements.
