Description

The mission of the Community Risk Reduction Division is "To provide and maintain a safe environment for the citizens and businesses in Anaheim through a professional balance of education, engineering, enforcement and evaluation; and by visualizing problems through the eyes of those we serve." Anaheim Fire and Rescue seeks a dynamic Part Time Fire Community Risk Reduction Officer (CRRO) I for the Community Risk Reduction Division. The CRRO will begin employment in the Life Safety Section and become qualified to also support the Hazardous Materials Section. Unique to Anaheim, the CRRO performs responsible technical level activities in the enforcement of compliance with codes, laws, regulations, and ordinances related to buildings, public assemblies, fire codes, hazardous materials, hazardous waste, and underground storage tanks.
The CRRO I is the first level classification within the Fire Community Risk Reduction Officer series and incumbents generally have limited directly related experience. Under moderate supervision and within set procedural frameworks and guidelines, employees at the I level perform the routine and less complex inspections and investigative activities related to fire code compliance and hazardous materials compliance. When initially hired, incumbents are assigned to Life Safety Section. As experience and technical knowledge are gained, incumbents are expected to be cross-trained and have the ability to perform the duties of the Hazardous Materials Section.

This is a part time position usually averaging 30 hours per week with no minimum number of hours guaranteed.
Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
When Assigned to Life Safety Section:

• Conduct inspections of all occupancies for compliance with fire prevention codes.
• Conduct inspections and witness acceptance tests on new fire protection systems including fire sprinklers, fire alarms, extinguishing systems and hydrants.
• Conduct plan reviews and inspections of places of assemblies such as trade shows, carnivals, and fairs for compliance with fire codes; conduct public assembly inspections for approval/denial of Entertainment Permits issued by the City.
• Apply the fire codes and issue appropriate fire code permit(s).
• Enforce and interpret fire codes, building codes, state laws, and local ordinances, including the issuance of correction notices.
• Conduct inspections of new business licenses issued by the City for compliance with fire laws.
• Assist suppression personnel with fire inspections in the interpretation and enforcement of fire codes.
• Coordinate the hazard reduction/wildland fire and weed abatement programs; conduct or oversee inspections, send out correction notices, consult with homeowners and City contractors, maintain records, and approve payment to contractors.
• Coordinate fire code requirements with other City departments, including the Planning and Public Works departments.
• Develop and conduct public education programs and training relative to fire prevention.
• Review work and provide training to Fire Reserves on inspections and fire protection systems, testing, and installations, and to other Fire Inspectors, as required.

Essential Job Functions for all sections:

• Make presentations to the public, business groups, students/administrators/educational institutions, and non-profit professional organizations.
• Prepare reports based on field notes; issue field orders, citations, and violation notices; conduct informal hearings; prepare reports for prosecution; provide testimony in prosecutorial proceedings; gather evidence of violations and non-compliance; may conduct felony and misdemeanor investigations; prepare for criminal and civil action as necessary.
• Investigate complaints to determine if a fire hazard exists and issue corrective notices as necessary.
• Conduct post incident community outreach.
• Perform related duties and responsibilities as required.

Qualifications

Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Candidates that possess all required certification/education/license is desired. A typical way to obtain the knowledge and abilities are as follows:

Education :
When Assigned to Life Safety Section: Thirty (30) semester units of college coursework in fire science, environmental science, natural sciences, or a related field is desirable.
Experience:

• Based on assignment, prior experience involving fire code compliance, building and/or construction inspection, and/or hazardous materials compliance, including experience involving heavy public contact.
• Knowledge of investigative principles and practices; English grammar and usage; methods of report writing; basic hazardous materials identification, biology and geology; and principles of environmental health.
• Ability to learn, interpret, explain, and enforce appropriate laws, regulations, and ordinances; learn practices, procedures, and methods used in fire prevention; learn the principles and techniques of building inspection; analyze and compile technical information on code investigations and violations; establish and maintain effective working relationships with others; maintain records and prepare comprehensive reports; communicate effectively, both orally and in writing; and use computer and software programs.

License/Certification Requirements :
Requirements When Assigned to Life Safety Section: A valid California driver's license and completion of California State Fire Marshal Fire Inspector 1A, 1B, 1C, 1D, or Fire Prevention 1A, 1B, 1C, are required at time of appointment. Equivalent to completion of the thirty (30) semester units of college coursework in fire science, environmental science, natural sciences, or a related field is required by the completion of probation.
As a term and condition of employment, employees in both Sections shall meet the following additional requirements and/or obtain the following certifications by the completion of probation :

• P.C. 832 Peace Officer's Standards and Training (P.O.S.T.) Certification (powers of arrest)
• International Code Council (ICC) Fire Inspector I Certification
• Successfully complete forty (40) hour HAZWOPER Class
• Successfully complete First Aid/CPR training
