The expansion included the sugar beet industry's growth, which brought new residents whose descendants still live here today, including Mexican-American families from southern Colorado, New Mexico, and northern Mexico, as well as Germans from Russia. Since 1879, Fort Collins has been the home of the state’s land grant institution, Colorado State University, which currently enrolls 34,000 students. Along with the university, the city’s major high-tech and manufacturing companies and breweries attract new residents from all over the country and world. The community’s overall social diversity continues to grow.

There are abundant outdoor recreation opportunities available to the many residents who enjoy healthy lifestyles. The nearby Horsetooth Reservoir is a key attraction, as is the Cache La Poudre-North Park Scenic Byway. The Downtown district provides many venues for live music, shopping, dining, and nightlife within the city. Fort Collins is widely considered the Craft Beer Capital of Colorado. Job Summary:

The Human Resources Department is seeking a full-time contractual Recruitment Specialist who will join two other recruiters to support the hiring needs of our 40 City departments. This is a temporary full-time contractual position through the end of 2024, funded by the American Rescue Plan Act (ARPA). This position supports the City's need to compete for top talent in a historically dynamic market, help City leaders identify opportunities to strengthen recruitment diversity and inclusiveness, and achieve efficiencies in City recruitment models. The Recruitment Specialist will report to the Talent Acquisition Manager. They will join a team of HR professionals who think outside the box to provide exceptional service to our employees and community.

Please note: The Recruitment Specialist position is currently authorized as a "contractual" position with benefits.

While a majority of this work can be performed from a home office or other remote location, Recruitment Specialists will periodically be required to report to work in Fort Collins, CO.

Essential Duties and Responsibilities:

Partner with Hiring Managers to Facilitate Effective Hiring Processes

The Recruitment Specialist will own the full cycle of recruiting activities for multiple roles across all functional areas, using creative sourcing strategies to find the best talent for each position. Responsible for developing innovative methods to attract both active and non-active employment seekers and providing hiring managers with a talent pool of interested, qualified, and high-potential candidates for City positions. Duties may include:

  • Developing Position Profiles & Recruitment Plans

o Meets with Hiring Managers and stakeholders to understand the business need of the workgroup and the knowledge, skills, abilities, and characteristics that will support a successful hire.

o Drafts and edits the job posting to attract qualified candidates effectively.

o Develops objective criteria for candidate evaluation.

o Advises Hiring Managers on recruitment timeline, screening and evaluation options, and Manager responsibilities.

  • Assists in the Development of Sourcing & Marketing Strategies

o Identifies advertisement opportunities to attract qualified and diverse candidates.

o Communicates with networks and talent pipelines to attract passive candidates.

o Attends hiring and networking events as needed to connect with passive candidates.

o Serves as a liaison with area employment agencies, universities, and industry associations.

  • Shepherding Managers through an Efficient Hiring Process:

o Coaches Hiring Managers on the recruitment process steps, directing them to appropriate documentation, and facilitating connections to crucial HR resources.

o May enter requisitions into the applicant tracking system (ATS) and manage the lifecycle of the requisition.

o Manages the candidate experience, including status notifications and inquiries.

o Advises on interview best practices and questions.

o Coaches Managers and panels on diversity, equity, and inclusion best practices that encourage an inclusive process and mitigate unconscious bias.

o Advises Hiring Managers on defensible decision justification.

o Coaches Hiring Managers on offer steps, including compensation consultation, background, and drug testing, post-offer physical testing, negotiations, offer letter preparation, and onboarding considerations.

o Ensures processes comply with state and federal employment laws, City Code, and personnel policies and procedures.

o Trains hiring managers and hiring teams on effective recruitment best practices.

Partnering to Develop Strategic Pipelines and Relationships

Develop insights into departmental business needs and industry trends that enable strategic development of pipelines and relationships to attract emerging talent to City positions.

  • Engages with industry associations or workforce development activities.
  • Builds relationships with trade schools, universities, high schools, or internship programs.
  • Builds relationships within alternative and creative pipelines and sourcing locations to connect with diverse, transferrable, and transitioning talent.
  • Anticipates trends in the market and contributes to long-term workforce planning discussions.
  • Promotes the City's brand and reputation as Employer of Choice.
  • Builds in-depth knowledge of the Northern Colorado labor market and fosters relationships to identify trends and opportunities across the region.

  • Learning orientation. Ability to leverage resources and use creative ways of learning to continue adapting to changing issues and trends.
  • A desire and ability to understand the diverse needs of internal and external customers and create experiences and deliver services that exceed their expectations.
  • Experience working with Applicant Tracking Systems, such as Taleo, Cornerstone, or NeoGov.
  • Analytical skills and ability to interpret and recommend action based on metrics, numbers, and trends.
  • Strong detail orientation skills and ability to ensure data integrity and accuracy.
  • Ability to manage multiple assignments, projects, and deadlines.
  • Ability to communicate effectively with employees at all levels, both orally and in writing.
  • Knowledge of applicable State and Federal employment law.

Required Education and Experience:

Two or more years experience in Human Resources, Talent Acquisition, Workforce Development, Employment Coaching, Recruitment, or related.

Some college experience or training in Human Resources, Marketing, Communications, Public Relations, or related fields of study may contribute to success in the Recruitment Specialist role. An equivalent combination of education and experience will be considered.
