As an agency within the City and County of San Francisco, the SFMTA is responsible for managing the city’s transportation network. The agency has more than 6,000 employees who are responsible for the management of all ground and some underground transportation in the city. The SFMTA has oversight over public transit, as well as bicycling, paratransit, parking and curb management, street operations, walking, and taxis.

Under general direction of the Senior Operations Manager of Schedules, the Master Runcutter and Scheduling Data Manager is responsible for the management and oversight of a broad range of transit scheduling functions including data analysis, schedule development, master runcutter, schedule and signup production, and is the unit’s primary system administrator of the transportation scheduling system Trapeze.

The incumbent will design, manage and execute technical, analytical, and business process improvement projects related to transit scheduling data. This position serves as the project lead in the coordination with staff in IT, transit technology, transportation management center, customer service, planning and transit operations; to ensure seamless transmission of scheduling data to the various IS Systems (IS) utilized by the SFMTA, regional partners and third-party applications.

This position will play a critical role in overseeing the day-to-day assessment and implementation of scheduling modifications to improve the overall reliability for all SFMTA - Muni transit services.

The Manager IV is distinguished from other positions in the Schedules unit by the level of responsibility assumed, in-depth knowledge about the business areas and complexity of the duties assigned.

Examples of Important and Essential Duties:

  • Develops schedules that balance customer demands and available resources; seeks out opportunities to shift resources from underutilized routes to overcrowded ones.
  • Manages complex statistical and data analysis projects, including running time adjustments and on- time performance analyses; analyzes data illustrating passenger riding habits, traffic conditions, vehicle running times, operator union contract provisions, and other circumstances affecting the operation of public transportation vehicles for purpose of modifying transit routes, bus stops, and transit schedules.
  • Leads the computerized run cutting process for all Muni rail and bus yards. Ensures compliance of run cuts with collective bargaining agreement, budget, operator requirements, and vehicle availability.
  • Maintains run cutting parameters to ensure effective and efficient work assignments and accurate operator payment.
  • Provides effective coaching, training and counseling to guide and train employees towards high work standards and performance. Assigns, monitors, develops, and evaluates to improve employee work products and performance.
  • Reports, maintains and documents scheduling process and procedures to ensure uniformity, consistency and accuracy in the work processes followed and delivered by the Scheduling team.
  • Monitors scheduling data integrity and accuracy; develops data structures and methodologies for examining data consistency and reliability. Oversees the development and implementation of business rules and ensure full utilization of the current Trapeze modules. Socialize software capabilities and reporting options to identify growth opportunities with key transit units and users.
  • Ensure that the software is expanded to better suit transit needs and reduce the potential integration of additional independent support systems. Also, analyze and research software advances and consult with key transit staff to determine the need and functionality of integrating new software modules. Lead in developing standard operating procedures (SOPs) and develop training manuals and conduct staff trainings in the applicable modules.
  • Maintains data to ensure accuracy and delivery of all internal and external Trapeze interfaces to other agency systems, including but not limited to NextBus, Automated Passenger Counting (APC), operator timekeeping, MTC Regional Transit Database, radio/CAD AVL, google, third-party applications and other Trapeze modules.
  • Designs data solutions and generates data files from scheduling software to support systems and other SFMTA departments and stakeholders. Provides technical support to other departments to troubleshoot and solve data errors and data integrity issues.
  • Confers with staff from operations planning, scheduling, payroll, IT, transportation management center and dispatching to track route, stop, and system improvements for the preparation of accurate data, in support of schedule changes and operator sign-ups.
  • Leads ongoing use of Trapeze software, including negotiations with the vendor, requests for updates, requests for additional functionality and management of software updates. - Coordinate with Information Technology division and assist in implementation new technologies to improve data collection and data reporting.
  • Performs other duties as assigned.
Qualifications

MINIMUM QUALIFICATIONS:

  1. Possession of a baccalaureate degree from an accredited college or university; AND
  2. Five (5) years of experience in transportation-related operations and service management such as transit scheduling, service planning, operation dispatch, and/or central control; AND
  3. Three (3) years of experience supervising staff in any transportation-related operation.

Substitution:

Additional qualifying experience may be substituted for the required education on a year-for-year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30-semester units/45 quarter units.

Desirable Qualifications:

  • Knowledge of specialized transit scheduling and workforce planning software applications and/or computer programs. Work experience using Trapeze, HASTUS, or another scheduling program used to develop optimal schedules and complete all key scheduling functions.
  • Experience working in public transit schedules or operations in a large, public-sector organization.
  • Expertise in enterprise software systems implementation and business process improvements. Knowledge with SQL, PL/SQl and databases for data mining, test setup and troubleshooting. Expertise in troubleshooting and supporting software interfaces for information technology systems.
  • Problem solver and innovative thinker with excellent communication and interpersonal skills with various levels within an organization. Demonstrated ability to work effectively within a cross-functional teamwork environment.
  • Experience using large and complex data sets and analyzing solutions to ensure data integrity and quality.
  • Ability to prepare and deliver oral and written reports and technical presentations with recommendations that include cost/benefit, impact, and other related technical analyses.
