One (1) or more Permanent-exempt, full-time (40 hours), full fiscal year (260 days) positions.

Permanent-exempt: Exempt employees are considered "at will" and serve at the discretion of the appointing officer.

Under general supervision of the Financial Aid Supervisor or designee, the primary responsibilities for 1487 Financial Aid Specialist includes assisting students and families with financial aid options and processing federal, state and institutional financial aid applications in accordance with federal, state and institutional regulations. The incumbent will perform multifaceted and specialized financial aid functions in the initial phase of assisting students with the financial aid process, verification, and eligibility determination. Perform specialized financial aid document verification, data entry, document scanning, and needs analysis work for the Financial Aid Office. Collect, assess, and verify completion of documents necessary for students to complete their financial aid file. Duties include but are not limited to: conducting presentations on or off campus, resolving financial aid questions, helping students resolve discrepancies, processing financial aid awards, reconciling reports and submitting financial aid data to various federal and state agencies. Although, this position will be assigned to the Ocean Campus, it may require working at various off-site financial aid office locations.

Job Duties

1. Advise and assist student with financial aid applications and other issues and concerns as they arise.

2. Conduct presentations and workshops, to promote financial aid availability and encourage students to apply.

3. Advise and assist prospective, continuing and returning students and parents on the availability of various financial aid programs, and with the application process.

4. Review and process documentation required for "Verification" of a student's financial aid application in accordance with federal, state, and institutional regulations.

5. Verify data on student financial aid applications using appropriate tax information and documentation provided by the student; submit necessary corrections to government agency for reprocessing.

6. Perform data entry, needs analysis, package and award financial aid to qualified applicants.

7. Advise students about their rights and responsibilities.

8. Perform processing and determine eligibility for federal, state, and institutional financial aid programs such as but not limited to: (Pell Grant, FSEOG, FTSSG, Cal Grants, Direct Loans, CCPG, Chafee Grant, and Free City).

9. Review reports to comply with federal, state, and institutional regulations and policies.

10. Serve on committee that reviews appeals for reconsideration of financial aid.

11. Use Banner System to award students. Make ISIR corrections, monitor satisfactory academic progress, etc.

12. Determine eligibility and award financial aid to qualified students based on current awarding guidelines and the availability of funds.

13. Review student files prior to awarding; follow up for clarification or additional information.

14. Review financial aid forms, 1040 federal tax returns and supporting documents and perform any mandatory revisions, and make any packaging changes as individual students financial circumstances change. Monitor awards for accuracy.

15. Use highly automated financial aid systems including Banner, SARS, Webgrants, COD, National Student Loan Database System (NSLDS), and CampusLogic.

16. Advise students on an individual basis regarding eligibility requirements, Satisfactory Academic Progress (SAP), and resolution of unique student problems.

17. Work at the front counter and Computer Lab assisting students complete the Free Application for Federal Student Aid (FAFSA), CA Dream Act application, and phones as needed.

18. May work at other Centers to assist credit and non-credit students, and conduct workshops or information sessions.

19. Participate in regularly scheduled weekly meetings.

20. Work with the public, communicate verbally and in writing.

21. Maintain confidentiality, accurate and complete student records.

22. Attend training workshops and conferences in order to learn and stay current on financial aid regulations and processing.

23. Perform other related duties as assigned.

Minimum Qualifications

1. Possession of a baccalaureate degree in Developmental Psychology, Counseling, Social and Behavioral Sciences or related field from an accredited college or university; AND

2. One (1) year of verifiable work experience in federal and state financial aid programs, advising, evaluating eligibility, and awarding students. Experience must have included preparing and maintaining a wide variety of documents and reports, public contact, checking and reviewing documents for completeness, and performing mathematical computations.

Substitution: Work experience in a financial aid program as described in #2 above may be substituted for the required education on a year-for-year basis.

Note: Ability to lift and carry up to 25 pounds of financial aid materials may be required.

College Work Study and Student Lab Aide experience with the District will be considered/applied as qualifying experience per an agreement made between the District and SEIU. This agreement will allow District students to take advantage of employment opportunities.

Desirable Qualifications

1. Strong interpersonal communication skills.

2. Public speaking experience.

3. Knowledge of federal and state student financial aid programs and application process.

4. Knowledge of federal and state student financial aid regulations.

5. Direct experience with financial aid packaging, verification procedures, and student aid eligibility guidelines.

6. Four years of financial aid experience preferably from higher education institution.

7. Experience in serving students from economically disadvantage backgrounds.

8. Two years of Banner System experience.

9. Bilingual preferred.

Benefits

1. Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full year (260 days/year) work schedules are granted, as paid days off, the days between Christmas and New Year's Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Year's Day shall be granted three (3) paid days off to be scheduled by mutual agreements between the employee and supervisor. Eligible school-term-only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.

2. New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
