Job Description

POSITION OBJECTIVE

Working under limited supervision, provide overall administrative management and coordination of a limited variety of business-related functions, finance, budget, grant administration, and human resources. Function as a technical resource and advisor exercising discretion and independent judgment. The department administrator has authority to waive or deviate from established policies and procedures without prior approval.

ESSENTIAL FUNCTIONS

  1. Support the leadership team in implementing long- and short-term department strategy planning goals. Develop a work plan with key activities, deliverables, and milestones for individuals, program team or organizational unit. Provide the expected results or outputs from each key activity or strategic initiative. Report on milestones achieved. (25%)
  2. Prepare and maintain departmental budget needs by analyzing program plans on both a short- and long-range basis by considering past requirements and expenditures and present program plan. Perform needs assessment, make projections based on multiple items and variables, analyze budget variances and recommend courses of action. Prepare analytical reports and analyses. Responsible for effort certification and year-end close. (20%)
  3. Prepare and review grant proposals and applications to include compilation of data and preparation of estimated budget expenditures; monitor and verify expenditures; ensure compliance with university and sponsoring agency policies and procedures; prepare administrative reports for submission to sponsoring agencies. Meet with principal investigators on a regular basis to review grant funding versus budget and give appropriate financial direction. Ensure compliance with federal regulations as outlined in A-21, A-110 and A-133. (15%)
  4. Coordinate human resources activities within the department. Interpret departmental, school, and university policies and procedures, manage recruitment, placement, and termination, assist with the resolution of conflicts, and coordinate the performance appraisal process. Maintain liaisons with appropriate school and central human resources staff to proactively respond to human resources problems, issues, and special requests. Ensure all paperwork for employment, terminations, and leaves of absence are processed correctly and in a timely manner. Has authority to sign off on paperwork such as requisitions and performance reviews. Provide department orientation for all new staff and faculty. (15%)
  5. Develop and implement department policies and procedures. Interpret school and university policies and procedures and ensure compliance by all staff. Communicate any changes to policies and procedures to appropriate staff to ensure implementation. (15%)

NONESSENTIAL FUNCITONS

Perform other duties as assigned. (10%)

CONTACTS

Department: Daily contact with departmental staff to check-in work priorities, deadlines, budgets as well as university policies and procedure updates.

University: Regular contact with other university departments on an as needed basis to coordinate farm activities, events, and needs.

External: Frequent contact with vendors to coordinate farm projects and work. Weekly contact with external farm research/program stakeholders to schedule site visits, field trips, rentals, etc. Frequent, at least monthly contact with potential and current doners to solicit, coordinate or report on gifts.

Students: Occasional contact with students to exchange information such as manage interns, volunteer events, coordinate student special event rentals and research projects.

QUALIFICAITONS

Experience: 3 or more years administrative work experience required; experience in a university or non-profit setting preferred.

Education/Licensing: Associate's degree required.

REQUIRED SKILLS

  1. Knowledge of financial spreadsheets and GAAP (generally accepted accounting principles).
  2. Knowledge of federal sponsored research reporting requirements.
  3. Strong organizational and interpersonal skills required, both oral and written required.
  4. Strong writing skills are required for grant editing, policy development, and budget proposal submission is required.
  5. Proactive approach to potential problems, excellent problem-solving skills required.
  6. Excellent computer skills experience, excellent mathematical skills; ability to use financial spreadsheets, accounting software, NIH application software, database packages, PeopleSoft and Oracle financial system applications.
  7. Ability to meet consistent attendance.
  8. Ability to interact with colleagues, supervisors and customers face to face.

WORKING CONDITIONS

Regular, at least weekly, time outside on the Farm's 400-acres, walking or riding in an all-terrain vehicle will be required, possibly in inclement weather, for special events, property tours and the evaluation of site conditions. Evening or weekend overtime will be necessary for special events and other project or research coordination. Some travel between the farm and campus will occur monthly as well as travel to other Northeast Ohio sites occasionally.
