APPLICANTS MAY BE EDUCATIONAL OFFICERS, TEACHERS AND OTHER QUALIFIED INDIVIDUALS
TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Examples of Duties
Under the general supervision of the Information Technology Director of the IT Project Management Branch, the Data Processing Specialist II:
  1. PROJECT INITIATION & PLANNING : a) Establishes and implements project management processes for IT projects, those encompassing IT support to a function where the projects have impact to the DOE; b) Assembles project plans, establishes project milestones, identifies resource requirements, and makes overall work assignments based on requirements and analysis from Decision Support Specialist, using technical knowledge of the design and development process as well as skill in project management processes and principles; .
  2. PROJECT EXECUTION & CONTROL: a) Monitors project quality and progress regularly; oversees reporting; and ensures project milestones are met; b) Adjusts project plans, schedules, resources, and requirements as needed and elevates issues beyond his/her control that threaten timeliness of project; c) Works with the ITPMB Director to coordinate with IT leadership, stakeholders, customers, and team members to assess and report on project changes in scope, resource requirements, risk, and objectives; d) Ensures projects are delivered on time and within budget, results are high quality, and meet customer expectations; e) Coordinate requirements gathering meetings with Decision Support Specialists, business owners and end users; f) Coordinate solution demos and reviews to determine if solutions meet the requirements (initial fit-gap analysis), including any technical constraints; g) Coordinate and lead project planning meetings to provide information and updates in the area of responsibility.
  3. PROJECT CONCLUSION & CLOSURE: a) Reviews project milestones and deliverables to ensure completion of all requirements prior to final sign-off b) Coordinates appropriate hand-off, posting, storing etc. of all documents (e.g., requirements, testing results, decision documents, etc.) with the business and technical teams (i.e., hand-off to operations); c) Conducts lessons-learned sessions with business and technical teams and document; d) Closes out the project and hand-off to the business and technical operations team.
  4. DAILY OPERATIONS: a) Participates in branch staff meetings; b) Provides input and recommend improvements for operational and procedural efficiencies within the branch; c) Provides input and recommendations on potential projects; d) Remains current of industry information, trends, best practices, especially relate to project management etc.; e) Remains current on emerging technologies that could impact operations and/or projects
  5. Performs other related duties as assigned.
Minimum Qualifications
Education: Graduation from an accredited college or university with a bachelor's degree in information and computer sciences, or a bachelor's degree in business administration with specialization in management information systems.

Experience: Six (6) years of responsible professional work experience in electronic data processing systems analysis and/or computer programming of which two (2) years shall have been in an education agency, program or system.
Desired Experience: Of the six (6) years above, four and one half (4.5) years of related specialized experience, at least one (1) year of which must have been supervisory in nature.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.

Knowledge: Computer and data systems; computer programming; electronic data processing and retrieval; information systems in organizations; database systems; statistical data analysis; information systems analysis and design; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge: Project management methodologies/tools; resource management practices; change management techniques; technical IT techniques, principals, and processes.
Ability to: Perform the full range of information systems services in the area(s) of assignment; communicate effectively with others both orally and in writing; operate a wide range of computer systems, applications and other machines; maintain awareness of current and future developments in information technology system services.
Desired Ability to: Applying project management techniques and principles in an IT environment; direct the work of others on a project basis; perform project management functions for a complex IT operation.
Supplemental Information
SALARY RANGE: EOSR-7, $107,345 to $151,953.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $107,345.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

  • Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available.
  • Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
  • Social Security: As an employer, the State also contributes to an employee's social security account.
  • Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
  • Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities.
