Under general direction of the Associate Vice President of Facilities Management, the Director of Planning, Design and Construction (Director) serves as a member of the FM leadership team, sharing responsibilities for the day-to-day operations within the FM department. The Director provides strategic direction, coordination and leadership for all phases of the capital planning and project delivery process as well as leads, facilitates and coordinates the design and construction of multiple major and minor capital projects and other campus improvement projects, ensuring that project goals are met within the prescribed time frame and funding allowances. The Director is responsible for direct supervision of Project Management personnel and oversight of campus projects. The incumbent advises leadership on the progress and projections of capital construction and works closely with leadership within Administration and Business Affairs to develop facility management goals and objectives supporting the Universitys educational mission.

Responsibilities: ?

Supervision/Leadership

  • Clarifies priorities when necessary to best support the educational mission of the University.
  • Encourages a cooperative "team approach" in relationships between all work units. This cooperation incorporates all units that are under the Director's responsibility and those that are not.
  • Provides guidance when corrective action or progressive discipline must be administered.
  • Familiar with and conforms to Memorandums of Understanding between the University system and CSUEU (Unit 9).
  • Reviews union grievances and provides written evaluation or response to appropriate administrators and union representatives.
  • Develop and implement departmental policies and procedures related to maintenance operations, building standards, safety, etc. Assure department services are high-quality, cost-effective, and customer-focused.
  • Administration of personnel, including hiring, promotion, recognition, discipline, development and training. Work collaboratively with the Human Resources Department in administration of personnel matters.
  • Represent the department and/or division at various campus meetings, as well as external meetings with representatives of the CSU Office of the Chancellor, other campuses, state and city departments, utility providers, etc.

Capital Project Administration

  • Develops, coordinates and monitors Major and Minor Capital Outlay projects, special repair projects and parking projects and other appropriate projects, including development and justification of project scopes and estimates, solicitation and overseeing of design and consulting services, and development and coordination of project design parameters and scopes for architects and engineers.
  • Develops and coordinates project design parameters and scopes for architects and engineers. Prepares appropriate documentation to ensure the issuance of design service contracts. Oversees and coordinates various design reviews. Serves as liaison between University departments and project architects to ensure that academic programs are correctly defined and project design and development is confined to the approved project scope. Interpretation and communication of CSU Space Standards for projects.
  • Serve as construction administrator. Certify construction progress, approve change orders and payments, resolve disputes, and perform other administrative duties as required by the numerous public works statutes.
  • Assists Procurement Services in advertising, bidding and issuing Public Works Contracts for capital improvement projects. Develops cash flow schedules for construction projects. Ensures contractor compliance to contract plans and specifications including oversight of the inspection of construction projects. Verifies and approves contract payments to contractors based on percentage of work. Ensures projects are completed within allocated budgets.
  • Coordination of construction projects between a variety of entities. Solicitation of Minor Capital Outlay project descriptions from the campus community, reviews cost estimates provided, and recommends priorities to appropriate entities. Provides assistance in the development of furniture and equipment lists for Major Capital Outlay projects.
  • Assists University departments/schools regarding campus exterior signage and exterior art work.
  • Directs the campus consulting architect regarding the University Physical Plant Master Plan.
  • Coordinates the development, design and construction of projects for campus auxiliary organizations.
  • Oversees all aspects of the Five-Year Capital Improvement Program.
  • Prepares documentation for CSU Board of Trustees.
  • Conducts utilization and capacity studies
  • Provides data regarding University square footage, acreage, projects and plant expansion.
  • Ensures compliance with the California Environmental Quality Act (CEQA)

Regulatory Compliance and Safety Responsibilities

  • Serves as the campus deputy building official and issues building permits.
  • Ensures appropriate safety training is taken by all personnel.
  • Works with various local and state agencies such as the State Fire Marshal, CalOSHA, and Sacramento Metropolitan Air Quality Management District to facilitate compliance to relevant regulations.
  • Works with campus Risk Management and Environmental Health and Safety on a variety of issues including indoor air quality, asbestos, confined space, lead, boiler and emergency generator operation, along with other compliance and safety issues.
  • Ensures compliance with State building codes, governmental regulations, laws and ordinances applicable to maintenance and construction activities.

Fiscal Responsibilities

  • Oversees and/or develops budgets for various operational, project and utility needs.
  • Prepares justification for expenditures as needed.
  • Provides input to the Director of Administration with regards to the departments operating budget and energy/utility budget, as well as University budgets for various capital/deferred maintenance projects.

Education and Experience:? ?

  • Bachelor's degree, preferably in environmental planning, architecture, environmental studies, engineering, regional and/or urban planning or related program an/or equivalent work experience.
  • Demonstrate a record of progressively responsible leadership positions in the area of planning, project development, new construction, design oversight, and/or construction management, preferably in a large institutional environment.
  • Demonstrate strong organizational and analytical skills to evaluate problems and develop appropriate solutions.
  • Demonstrate personal computer proficiency with working knowledge of software programs such as Word, Excel and Outlook.
  • Cooperative and effective interpersonal skills along with strong verbal and written communication skills.
  • Possession of a valid California driver's license and maintenance of a good driving record. Commitment to maintaining a welcoming and inclusive work environment with diverse colleagues and constituents including faculty, students, staff, and members of the community
