SUMMARY OF DUTIES:
The Senior Project Controls Manager directs, manages, and oversees all cost and compliance control activities for the Railyards and Facilities capital construction portfolio; and is responsible for developing, using, and improving existing enterprise tools, systems and work processes to drive effective cost and compliance management and reporting.
Under general direction from Sr Dir Program Management Office, supports attainment of strategic, policy, program, and/or project-specific goals and outcomes through delivery of project control services. Ensures close alignment with matrixed project controls practitioners and project management team(s). Serves as subject matter expert and advisor on cost and compliance control practices, policies, methods, and tools. Assists in development, preparation, and maintenance of department policies, and may lead collaborative efforts with other internal departments to develop continuous process improvements.
Monitors and evaluates staff performance and provides feedback, coaching, and/or positive recognition for department personnel and decision-making that may have significant, long-term impact on the organization. Performs additional duties as assigned.
ESSENTIAL FUNCTIONS:
  • Leads development, preparation, and maintenance of department policies and procedures on project cost and compliance controls, estimation, financial risk management, contingency determination, contingency management, and reporting.
  • Determines current cost and compliance best practices used in the construction and transportation industries.
  • Leads direct report staff and matrixed staff, in the development and implementation of KPIs to assess program and project cost and compliance performance.
  • Partners closely with business partners to assess new and ongoing projects to determine readiness for governance stage gates.
  • Develop reporting mechanisms, dashboards and presentations about project performance indicators and feed this data to ensure a cohesive picture of the Project/program and/or portfolio.
  • Manages Controls data via EPPM, SharePoint or any other approved EPMO systems and tools.
  • Directs, manages, and supervises assigned staff responsible for analyzing, developing, maintaining, controlling, and/or reporting program and project cost and compliance, which includes but is not limited to: analyses of project cash flow, commitment plans, and funding in accordance with grant and funding contribution agreements.
  • Oversees and participates in the development of Amtrak's Annual Operating Plan (AOP) and Five-Year Plan, specifically for the Railyards and Facilities capital construction portfolio, ensuring cost data integrity, cost data consistency, and compliance with internal and external stakeholder requirements.
  • Oversees and participates in the development and administration of the department budget; issues forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
  • Serves as subject matter expert advisor on construction cost management and compliance practices, tools, and techniques to internal customers and senior leadership. Provides technical subject matter expertise on high profile or high impact cost and/or compliance issues. Prepares related analyses, reports, or presentations.
  • Supports or leads efforts to develop and implement initiatives for improvement of business processes and tools, in coordination with other internal departments.
  • May serve as senior cost manager in the planning stage (or early stage) of a major capital construction project or program.
  • May represent the Project Controls group to other departments, elected officials and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations.
  • May manage consulting contracts and task orders.
  • Sets goals and targets for assigned staff in support of department and company strategic objectives. Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
  • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

MINIMUM QUALIFICATIONS:
  • Bachelor's degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.
  • Must have a minimum of nine (9) years of related experience.
  • An equivalent combination of education and experience may be considered.
  • Experience in project and program level cost management.
  • Demonstrated experience effectively working diplomatically across teams with varying objectives.
  • Experience managing a team of direct reports.
  • Experience developing executive level presentations, KPI's, data dashboards, and other data-driven reports.
  • Mastery of project controls tools and work processes.
  • Strong knowledge of customer service.
  • Strong knowledge of capital construction.
  • Strong knowledge of cost and compliance functions.
  • Strong skill in oral and written communication across all levels.
  • Strong ability to collaborate and build positive professional relationships.
  • Ability to anticipate risks and issues, and then to address them independently.
  • Ability to organize and analyze project/program/portfolio data, and then to distill into key takeaways and actions.
  • Knowledge and ability in SharePoint and PowerBI
PREFERRED QUALIFICATIONS:
  • Graduate Degree.
  • Previous construction project experience in railroad, building, and/or infrastructure.
  • Previous project/program development experience.
  • Detailed understanding of railroad business functions, operations, and design and construction processes.
  • Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
  • PMP Certification in good standing.
  • PMI-SP, PMI-RMP, CCP or PSP certification.
WORK ENVIORNMENT:
  • Office building environment.
  • May require maintaining physical condition necessary for sitting, walking, or standing for prolonged periods of time.
  • Work in cubicle setting; stand, sit, bend, twist, use file drawers.
  • Sit at computer to complete assignments, projects, and majority of tasks.
  • Ability to work under pressure.
  • Occasional travel as needed.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $135,800 - $176,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
