The Department of Internal Medicine is accepting applications for a Grants and Operations Manager. This position reports to the Director of the ETSU HIV Center of Excellence and involves providing support for the ETSU Center of Excellence for HIV/AIDS Care in grants management and operational oversight.

Responsibilities include managing multiple HRSA grants, handling communications with funding agencies, timely reporting, data and document entry into HRSA’s electronic system, responding to HRSA inquiries, overseeing internal and external audits, representing the Center in audits and meetings, and managing the 340B drug rebate program with auditing, financial reconciliation, budget development, and communication with partners. The role also involves developing policies, procedures, and compliance documentation tools.

Position is contingent upon outside funding

Knowledge, Skills and Abilities

  • Excellent time management and organizational skills with the ability to work independently.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal and presentation skills, with the ability to provide clear guidance to faculty and staff regarding requirements for maintaining federal funding.
  • Experience and aptitude with auditing and compliance.
  • Significant experience working with federal grant funding agencies.
  • High aptitude for learning electronic systems and strong computer skills including word processing, web searching, downloading, reporting, database manipulation, and spreadsheets.
  • Proven ability to build and maintain collaborative relationships across a wide stakeholder group and provide excellent customer service.
  • Demonstrated ability to work independently and appropriately apply discretion in the performance of duties.
  • Strong math, reading comprehension, analytical, and problem-solving skills.
  • Demonstrated commitment and willingness to learn and develop new skills and knowledge individually and as part of a team.
  • Demonstrated ability to proactively manage expectations with agreed deliverables and produce high-quality work products even when faced with competing priorities.
  • Working knowledge of budgetary processes and demonstrated ability to develop accurate and appropriate budgets for a variety of sponsored projects.
  • Substantive hands-on experience assisting and guiding stakeholders to navigate successfully through all stages of the grant lifecycle.
  • Demonstrated ability to correctly interpret and apply federal and state regulations, policies, and guidelines governing sponsored research such as 0MB Uniform Guidance (2 CFR 200), FAR, and those on financial conflicts of interest, responsible conduct of research, biosafety, and the use of human and animal subjects.

Required Qualifications:

  • Bachelor’s degree
  • At least two (2) years of experience in grant management, operations, and compliance.

Preferred Qualifications:

  • Master’s degree with experience in grant management, operations, and compliance.
  • Knowledge of Code of Federal Regulation (CFR) guidance.
