Actalent is Hiring a Disbursement Specialist (Payroll) Near Portland, OR

Actalent is currently seeking a qualified Disbursement Specialist for a consultant position with Bonneville Power in Portland, OR.

This Disbursement Specialist position will provide professional services in the payment arena to Bonneville Power Administration (BPA)’s Finance Operations Payroll (FTOP) team within the Financial Strategy (FT) organization. The primary focus of this position is to help facilitate the processing of payroll for Federal employees using an automated payroll system. This position will be working on processing and reporting payments for federal employee benefits and taxes.

Position Responsibilities:

  • Provide processing and input of required payroll data such as W-4 information, garnishments, fitness reimbursements, and union dues to enable timely and valid processing of payments; apply knowledge and experience processing benefits, individual retirement records forms, and thrift savings plan corrections per OPM regulations.
  • Utilize an automated payroll system to process time for both salaried and hourly employees under union contracts.
  • With oversight and approval from BPA federal staff, apply established applicable policies, rules and regulations associated with Federal payments including applicable parts of Title 5 and 31 of the US Code, and Chapter 5, 31 and 41 of the Code of Federal Regulation.
  • Provide customer service to a wide variety of customers, including vendors, employees, contracting and contract administration officials such as CO and Contracting Officer’s Technical Representatives (COTRs), BPA managers, team members and others by responding to internal and external customer questions and inquiries, providing details / status of a specific invoice(s), general invoice processing assistance, notice of missing requirements needed for payment processing, reasons for delay or rejection in payment/processing.
  • Troubleshoot research and provide resolution recommendations for invoice processing issues / problems (both systems and user caused). Implement BPA management-approved resolutions, including relaying resolution plan / status / response to customer or employee; reviewing issue(s) for ‘lessons learned’ opportunities; documenting resolution (as needed), alerting BPA manager / personnel of continuing concerns or issues.
  • As requested by the BPA manager monitor Payroll hotline and group email, as directed; respond to inquiries and questions of established policy / procedure or of a routine nature including but not limited to status updates or general call-backs.
  • Perform a variety of general clerical duties such as copying, filing, scanning, and electronic and postal mail review and distribution.
  • Provide training, guidance, and assistance to new or junior team members on applicable policies, rules and regulations associated with Federal payments, as well as established organizational procedures and guidelines, as requested.
  • Participate in procedure review and improvement process, including development / draft and recommendation for new and/or changes to existing procedures, processes, and guidelines to increase efficiencies, effectiveness and/or enhance product quality.
  • Support and assist with the execution and implementation of BPA management-approved updates to the automated payroll system and financial system initiatives. Assistance may include helping federal staff publish new and/or revised procedures / processes and/or other similar team projects/efforts.
  • Assist in the preparation of W-2’s.
  • Serve as back-up for other organizational Disbursement Specialists, providing services of a similar size and scope as needed / requested.
  • Create and maintain files and filing system(s) in accordance with compliance requirements. File and disperse documents/letters as appropriate. Verify all official records are accurately maintained for auditing purposes. Maintain file records in accordance with the Information Governance & Lifecycle Management (IGLM) policies and procedures.
  • Understand and perform assigned work in accordance with BPA’s procurement structure, as defined within the Bonneville Purchasing Instructions and Delegations of Authority.

Qualifications:

  • A degree in Finance, Business Management, Business Administration (or closely related field) is preferred.
    • With an applicable Bachelor’s degree, 2 years of experience is required.
    • Without an applicable degree, 6 years of experience is required.
  • Experience should work experience in accounting (Accounts Payable or Accounts Receivable) or other finance fields.
  • Previous experience using an automated enterprise financial system (i.e. SAP, Oracle, PeopleSoft, etc.).
  • Experience with filing employer tax returns to both federal and state agencies.
  • Knowledge and experience processing benefits, individual retirement records forms, and thrift savings plan corrections per OPM regulations.
  • Understanding of Federal Benefits and tax filing for employers

Preferred:

  • Knowledge of W-2 preparation.
  • Understanding of Federal appropriation rules. While not necessary for initial selection, a working understanding will be required as a core component of this contract assignment.
