Vacancies Will Be Filled In The Following Specialty AreasOffice of Appeals Case and Operations Support Policy Planning Quality & Analysis
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Assists the Senior Manager or Executive to develop and execute the operational plan for effective resource deployment across teams; monitor sensitive and confidential matters including Congressional, statute cases, precedent setting settlements, high risk areas, and Treasury Inspector General Tax Administration (TIGTA) referrals; ensures that taxpayers' rights are upheld and the application of tax law is both consistent and proper; and works with taxpayer groups and practitioner organizations to promote customer outreach and satisfaction.
  • Reviews and analyzes reports (e.g., Appeals Quality Measurement System, Appeals Centralized Database System reports) that relate to the organization's work units employee surveys, customer comments and feedback and other relevant data to develop recommendations and implement improvements. Provides leadership for assigned program areas and works in partnership with NTEU to enhance business results, customer satisfaction and employee satisfaction.
  • Analyzes and evaluates the Area's/Business Unit's program accomplishments apprising the Senior Manager or Executive of critical items. Provides direction and guidance for program continuity and transition. Identifies procedural and systemic problems within the Area/Business Unit and provides evaluative comments to the Senior Manager or Executive addressing the performance of the organization's systems, processes and personnel.
  • Performs fact-finding, analysis, reporting, advising, communicating, and coordinating activities in connection with monitoring and guiding programs. Formulates and recommends changes and improvements in policies, practices, methods, and procedures for area wide/nationwide implementation.

QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL:To be minimally qualified for this position you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes experience that demonstrates comprehensive knowledge of the Internal Revenue Code and related rulings, regulations, and court decisions pertaining to the computation of individual and corporate taxable income and one or more specialized areas of the Code; experience using basic and intermediate accounting principles, in order to provide guidance to Appeals Officers and management on work practices and techniques and to perform technical studies and/or projects related to substantive Appeals programs; comprehensive experience with a wide range or analytical and evaluative methods and techniques, both qualitative and quantitative to accomplish complex projects or studies of broad scope and substantive issues; experience applying investigative, problem solving and settlement techniques of Appeals programs to develop new or revised policies, programs, techniques, standards and concepts; experience developing personal relationships, including the ability to relate well with a diversified group of individuals at all levels and ability to meet and deal tactfully and persuasively with individuals on controversial and sensitive matters in order to resolve issues; experience communicating, listening and fostering dialogue with upper management, peers, and internal and external customers to present technical findings, provide guidance, define policy, resolve issues, and represent the organization.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
