Description

Summary
In collaboration with the Chief Clinical Officer responsible for oversight and administration of the delivery of clinical services to adults with mental illness and/or substance abuse at the CODAC Adult Outpatient locations assigned. The Vice President of Clinical Services is responsible for the implementation and quality of services provided by the assigned site staff.

Essential Duties and Responsibilities

  • Manages and collaborates effectively within an integrated service delivery model, fostering a cross-functional team approach to achieve objectives.
  • Oversees all aspects of the assigned Adult Outpatient clinics managed care contract requirements and other clinical services as assigned.
  • In conjunction with the Chief Clinical officer and Chief Financial Officer oversees the essential business performance of the site and makes budget and staffing recommendations to assure compliance and agency growth.
  • Participate in review of agency health policies, preparation for and responses to audits.
  • Participates and coordinates in the development and implementation of new service programs and services based on community need and consistent with the organization's mission.
  • Provide leadership in the development, implementation and evaluation of all aspects of the clinics’ operations.
  • Organizes and facilitates, in collaboration with the Chief Clinical Officer and other departments, site management meetings to assure clear communication and collaboration in the operation of the Adult Outpatient sites
  • Create and deliver training to behavioral health and social service staff to promote health and wellness.
  • Monitors staff compliance and implementation with agency policies and procedures.
  • Directs assigned program activity and is responsible for ensuring contract compliance within assigned program areas, consistent with agency and funding source requirements.
  • Ensures quality assurance of services through utilization and peer review process consistent with agency and funding source requirements.
  • Participates in development and writing of proposals to a variety of potential funding sources.
  • Makes community presentations and as assigned, represents the agency at meetings and professional or community functions.
  • Reviews and prepares reports for the purpose of monitoring assigned program activities and functions.
  •  Coordinates services with other behavioral health agencies, service organizations and other community resources to assure all members receive services identified as necessary for recovery.
  • Provides leadership at CODAC adult service practice meetings.
  • In collaboration with the Clinical Operations Director monitors staff Service Delivery Expectations (SDEs) and addresses training and development needs necessary for staff success.
  • Completes Plans of Correction, grievance and appeal correspondence. 
  • Ensures quality and completion of direct reports Catalytic Coaching beginning 04.01 no later than 05.15 on an annual basis.
  • Ensures direct report compliance with organization training requirements.
  • Works proactively with Chief Clinical Officer, Quality Management and Human Resources departments regarding personnel performance issues/concerns.
  • Ensures that communication concerning policy and procedure changes is disseminated and implemented according to CODAC expectations.
  • Maintain professional, tactful, and open communication with both direct reports and members of leadership from across CODAC.
  • Performs other related activities in accordance with agency growth and changes.

Qualifications


Education:
  • Master's degree in social work, psychology, counseling, or related behavioral health field. 
Experience:
  • 10 years of experience as a clinical director in a behavioral health or integrated care setting AND; 
  • 15 years direct clinical experience AND;
  • Licensed by the AZ Board of Behavioral Health at the independent level, required AND;
  • Clinical Supervision Certification through the Arizona Board of Behavioral Health.
Licensure:
  • Currently Licensed by the Arizona Board of Behavioral Health at the Independent level, required.
Additional Requirements:
  • Valid Arizona Driver’s license, proof of current insurance and willingness to use personal vehicle. Driver’s license is an essential requirement for performing duties for this position.
  • Clean Motor Vehicle Record - no more than 2 moving violations or a license suspension in past 3 years.
Skills:
  • Demonstrates competencies in accordance with CODAC standards.
  • Extensive knowledge of behavioral health disorders, across all adult populations (persons with serious mental illness, general mental health issues and chronic substance abusers), including the principles of recovery for behavioral health disorders.
  • Extensive experience in the areas of supervision and management.
  • Extensive knowledge of managed care systems and AHCCCS/Title XIX requirements.
  • Extensive knowledge of risk and performance-based contracts.
  • Ability to communicate effectively both orally and in writing.
  • Ability to interact and provide effective leadership in collaboration with other behavioral health professionals.
  • Extensive knowledge in quality management, utilization management, and their relationship to the delivery of behavioral health services.
  • Extensive knowledge of community resources.
  • Familiarity with the principles of cultural competency.
  • Ability to perform analysis and communicate ideas of significant complexity.
  • Intermediate to advanced computer skills using MS Office products, Word, Excel, Access, etc., importing/exporting data to/from applications.
