1) Developing, maintaining, and enhancing the different applications of the Reemployment Assistance (RA) Claims and Benefits system (CONNECT), including but not limited to: Initial & Continued Claims; Interstate Connection Network (ICON) Interstate Benefits (IB4, IB5); Batches (ICON, Set up determination links, Retroactive payments); Monetary; Issues; Page Flow Graphical User Interfaces (GUI); Shell claims; Combined wages; Workflow items; Unemployment Framework for Automated Claim & Tax Services (uFACTS) Framework; Department of Revenue Wage Adjustment Exception (DORW); Authentication of Application Programming Interface (API) (Social Security Administration (SSA) and LexisNexis); and DORW, Short Term Compensation Plan, Authentication API (SSA and Third- Party Authentication).
(2) Providing design recommendations based on long-term IT organization strategy; Commerce Contract Number: C3948 2 (3) Developing enterprise level application and custom integration solutions including major enhancements and interfaces, functions and features; (4) Using a variety of platforms to provide automated systems applications to customers; (5) Providing expertise regarding the integration of applications across the business; (6) Determining specifications, then planning, designing, and developing the most complex and business critical software solutions, utilizing appropriate software engineering processes either individually or in concert with project team; (7) Assisting with reported problems identified to require high-level support; (8) Developing programming and development standards and procedures as well as programming architectures for code reuse; (9) Utilizing in-depth knowledge of state-of-the-art programming languages and object-oriented approaches in designing, coding, testing and debugging programs; (10) Consistently applying the attributes and processes of current application development methodologies; (11) Researching and maintaining knowledge in emerging technologies and possible application to Commerce; and (12) Maintaining availability as a technical expert and critical technical resource across multiple disciplines for both internal and external partners to Commerce.
Knowledge Skills & Abilities:
(1) Bachelor's or master's degree in computer science, information systems, or other related field/equivalent work experience; (2) A minimum of seven (7) years of experience in various areas of IT; (3) Expert level knowledge and understanding of architecture, applications systems design, and integration; (4) Experience working as a project lead for multiple IT projects, including those of high complexity which required in-depth knowledge across multiple technical areas and business segments; (5) Experience with RA CONNECT, uFACTS, or similar Unemployment Compensation (UC) system; (6) C# software development skills; (7) Relational database skills; (8) Knowledge of N-Tier Architecture; (9) Knowledge of .Net 3.5 or later; (10) Abilities as a team member on a team of five (5) or more developers; (11) Knowledge of Agile or Waterfall Development Methodology; (12) Knowledge of .Net 4.0 Framework or later; (13) Knowledge of ASP.Net;
(14) Knowledge of Microsoft Visual Studio 2012 or later; (15) Knowledge of Team Foundation Server (TFS); (16) Knowledge of American National Standards Institute (ANSI) System Query Language (SQL) (Oracle 12g, or SQL Server); (17) Knowledge of Crystal Reports; (18) Knowledge of Object-Relational Mapping (ORM) software, such as LLBLGen; (19) Knowledge of Web services such as Web Services Description Language (WSDL), Simple Object Access Protocol (SOAP), or Windows Communication Foundation (WCF); (20) Service-Oriented Architecture (web services) skills; (21) Knowledge of Windows Workflow Foundation (WF); and (22) Knowledge of IBM FileNet.
