POSITION: DIRECTOR OF FACILITIES
Definition :
Administrative, technical and supervisory work in planning, organizing, and directing the ongoing operations of the Barnstable Public School Facilities Department; all other related work as required.
Supervision :
Works under the administrative direction of the Superintendent of Public Schools. Receives written and oral direction.
The Superintendent of Schools will annually evaluate this position with input from Principals and the Deputy Finance Director.
Supervises all facilities department full-time and part-time personnel.
Performs highly responsible duties requiring extensive independent judgment and initiative in scheduling and directing the day to day operations of the Department. Refers problems to Superintendent for clarification or interpretation of policy.
Job Environment :
Work is primarily conducted in an office setting, with occasional work out of doors. Exposures to hazards include: construction sites, dangerous equipment and inclement weather conditions.
Operates a computer, calculator, telephone, copy machine, radio, measuring devices, hand tools, power tools and motor vehicles.
Errors could result in lower standards of service, damage to or accelerated deterioration of the infrastructure, damage to equipment, personal injury, danger to public health and safety, environmental pollution and possible fiscal and legal repercussions.
Has access to Department related confidential information including personnel records and bid proposals.
Has frequent contact with representatives of state and county agencies, representatives of other municipal and school departments, building principals, and the public, requiring courtesy, patience and tact.
Essential Functions :

Supervises the overall administration and operation of the School Facilities Department including the maintenance and repair of school facilities and grounds; oversight of school utility budgets, health and safety programs, and coordinates work with other departments and divisions; and provides assistance to other departments.
Plans the Department's seasonal and long range work programs; schedules work crews and equipment; evaluates new procedures and methods of operation and makes recommendations to implement changes; maintains contact with state and county agencies as well as other town departments to ensure compliance with laws and regulations governing work carried out by the division; evaluates and makes recommendations regarding the use of outside contractors.
Provides or arranges for training and instruction of the work force; evaluates the performance of subordinates; assists in settling union grievances; issues oral and written reprimands; recommends step increases; evaluates applicants for vacant positions and makes recommendations for selection to the Superintendent; ensures that proper safety procedures are followed. Position develops methods and programs to motivate employees to improve the overall efficiency and effectiveness of the Department.
Responsible for the oversight of the district-wide security system. Maintains the district plant and grounds in a condition of operating excellence to protect school owned property from loss, damage, and other related hazards.
Prepares preliminary annual operating budget including position changes for the division; provides input regarding Capital Improvement projects in need of funding; ensures for the timely completion of special capital projects assigned to the division; administers approved Division annual operating budgets, provides financial reports to the Superintendent or designee.
Plans and oversees the Department's purchasing program; prepares bid specifications and documents for division materials, services and specialized equipment; evaluates bids and makes recommendations to the Superintendent.
Considered essential personnel for emergency operations.
Performs similar or related work as required or as situation dictates.
Recommended Minimum Qualifications :
Education and Experience :
Bachelor's degree with a concentration in electrical, mechanical and/or architectural or structural engineering; more than eight years experience in the operation, maintenance and repair of building and grounds, five years of which have been in a maintenance management/supervisory capacity; or any equivalent combination of education and experience.
Other Requirements :
Class D driver's license.
Massachusetts Constructions Supervisor's License or ability to obtain.
Knowledge, Ability and Skill :
Knowledge: Thorough knowledge of the methods, materials, practices and techniques used in grounds maintenance, tree installation, maintenance and removal, and building construction, maintenance and repair. Working knowledge of electrical, plumbing and HVAC systems and state and local codes governing their installation and repair. Working knowledge of rules and regulations governing the operation of school facilities. Working knowledge of OSHA regulations.
Ability: Proven ability to supervise, manage and plan for multi-disciplined division comprised of a sizable number of employees who maintain and repair a wide range of municipal buildings, grounds, cemeteries, recreation and marine facilities. Ability to develop and effectively manage large operating budgets. Ability to conduct cost analyses of various segments of department operations and the ability to prepare comprehensive reports. Strong ability to evaluate, prioritize and schedule heavy and multi-disciplined workloads. Strong ability to deal effectively with the public and representatives of agencies with whom the division comes in contact.
Skill: Proficiency in the use of computers including word processing, spreadsheet and database.
Physical Requirements :
Minimal physical requirements in an office setting, occasional moderate to strenuous physical effort required in the field. Frequent standing, bending and lifting of objects weighing up to 50 pounds. Site visits involve driving, walking and climbing.
