**Job Description**
BAE Systems is hiring a Program Manager III to support our Combat Mission Systems (CMS) business in Sterling Heights, MI and York, PA. The Program Manager will lead the management of Contracts, Supply Chain, Engineering, Legal, Life Cycle Management, Logistics, Operations, and Security aspects of the M88 Recovery Family of Vehicles (FOV) Systems and Technical Support (STS) Program. As life-cycle manager for the M88FOV STS efforts, you are directly responsible for profit and loss on a highly complex program involving the production and technical support of combat vehicle products. This role will also include responsibility for growing the business through international opportunities for the Recovery products.
Location/Schedule/Travel:
This role can be based out of Sterling Heights, MI or York, PA.
This is a Hybrid role where you will work onsite 3 days and remote 2 days each week, based on business needs.
There will be up to 25% of travel.
Responsibilities:
Provide competitive advantage to the company by managing the project/program's defined scope on schedule, within budget, and at the expected level of quality.
Develop proposals and program plans that address the lifecycle of products from capture through production and post-production support.
Serve as the primary point of contact and manage stakeholder communications with cross-functional teams, customers, and management on programmatic issues.
Serve as a trusted program leader responsible for profit and loss and serve as an internal management interface.
Responsible for program performance including cost, schedule, quality, technical, and supply chain performance.
Utilize Program/Project Management methodologies, toolsets, process, and governance to plan and monitor performance through Earned Value Management Systems (EVMS).
Develop program/project plans specifying goals, staffing, scheduling, contingency plans, and allocation of available resources.
Document project management activities captured in project plans to include integrated activities, interfaces, milestones, and deliverables.
Plan, prioritize, direct, and document project/program scope to include required work to complete the project/program successfully after defining project success criteria, capturing project/program and product scope in a work breakdown structure, obtaining project/program acceptance, and monitoring, controlling, and communicating the status.
Lead Scope Management and Cost Estimating including estimate to complete/estimate at completion (ETC/EAC) processes.
Maintain budget responsibilities and accountability for profit and loss of contracts and for the technical support of products.
Evaluate and suggest practices and procedures across the Line of Business to promote greater cost effectiveness and efficiency.
Lead change management and process improvement activities to further our competitive advantage.
Lead Program Risk and Opportunity (R&O) management activities to include identification and development of risk mitigation plans.
Assess metrics for risk and opportunity management, including risk and opportunity response planning such as contingency planning and allocation.
Recognize innovative insights and implement innovative and creative solutions.
Effectively manage program complexities and structuring activities in times of ambiguity.
Manage and influence with internal and external stakeholders.
Delegate tasks and responsibilities to appropriate personnel, identifying and resolving issues and conflicts within the project team.
Prepare and deliver oral or written project progress reports and briefings for management and internal or external customers.
Actively promote a culture of safety and personal well-being.
Maintains a safe work environment and ensures compliance with safety objectives and policies.
**Required Education, Experience, & Skills**
Bachelor's Degree and 12 years of experience or equivalent experience
Active Secret Security Clearance or the ability to obtain
Experience in Program/Project Management, leading P&L
Experience in Planning, Requirements Management, Scheduling, Cost Estimating, Budgeting, Resource Allocation
Experience in Program Risk and Opportunity Management, identifying and developing risk mitigation plans
Experience in People Management/Leadership, leading and integrating diverse, matrixed teams
Knowledge of Program Scope Management and Cost Estimating including estimate to complete/estimate at completion (ETC/EAC) processes
Knowledge of Program/Project Management methodologies, toolsets, process, and governance
Ability to effectively manage program complexities and structuring activities in times of ambiguity
Ability to manage stakeholders across multiple contracts, program activities, and functional groups
Ability to engage cross-functional teams to understand multiple product structures to develop strategies for planning and executing the work to minimize duplicate/overlapping activities
Ability to work with personnel in contracts, engineering, finance, facilities, logistics, material planning, supply chain, quality, operations, and USG agencies including DCMA and TACOM
Ability to act independently within established guidelines
Excellent organizational and follow-through skills
Detail-oriented with strong organizational skills
Highly effective critical thinking and problem solving skills
Highly proficient communicator and presenter with excellent written and verbal skills
Microsoft Office proficient
Ability to travel 25%
**Preferred Education, Experience, & Skills**
MBA or Graduate Degree
PMP Certified
Broad knowledge of Finance, Operations, and General Management
Knowledge of Military Operations and Government Procurement System
Experience in Aerospace & Defense Engineering
Experience in Lifecycle Management (LCM)
Experience in Control Account Manager (CAM) and Earned Value Management Systems (EVMS)
Advanced Excel and PowerPoint skills
**Pay Information**
Full-Time Salary Range: $147300 - $250400
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
