Work Location is Washington, DC

We are in search of an Cost Estimating Task Lead to spearhead the development of cost estimates for Consular Affairs (CA)/ Consular Systems and Technology (CST) initiatives. This role requires a strategic thinker with a robust background in financial analysis, particularly within IT projects.

Key Responsibilities :

  • Developing and implementing a methodology/tool for Cost Estimation
  • Assisting with the development of Independent Government Cost Estimates (IGCE) for new and existing hardware/software contracts.
  • The Government anticipates an average of two (2) IGCE’s per month.
  • Providing estimation in support of Lean Business Case for major initiatives/Solution Epics and efforts requiring cost estimates. Approximately two (2) LBC estimates per quarter are anticipated.
  • Performing independent cost/ price analysis based on historical metrics data and industry trends.
  • Conducting a yearly benefit-cost analysis of all CST COTS products, including CST COTS tools to ensure that the continued investment in these products is in the best interest of the Government in meeting mission requirements.
  • The Contractor shall follow Department of State 5 FAH-5 H-620 Benefit-Cost Analysis Process for this effort.
  • Providing general cost estimation support for CST Divisions as needed.

Skills and Qualifications :

  • Must have Active Secret Clearance
  • 8 years in proven experience in cost estimation and financial analysis within IT or a related field.
  • Strong understanding of Function Points and Cost Estimation methodologies.
  • Ability to independently assess cost proposals and industry trends.
  • Familiarity with Lean Business Case development and IGCE.
  • Knowledge of government procurement processes and policies.
  • Bachelor’s degree in Finance, Economics, Accounting, or related field; a Master’s degree is a plus.
  • Strong analytical, organizational, and communication skills.
