***THIS IS AN INTERNAL OPPORTUNITY ONLY***JOB SUMMARYThis position is responsible for supervising and directing skilled and unskilled labor crews of varying size in the execution of their duties, including solid waste collection and utility, building, and grounds maintenance. Assignments are received both orally and in writing. Work is performed under the general supervision and in collaboration with the Public Works Director and is reviewed through inspection while in progress and upon completion.

Manage labor resources effectively, including personnel, funding, equipment, and materials, to optimize productivity and utilization of resources while ensuring the successful completion of assigned tasks.Coordinate labor activities with other departments and crafts within the facility to optimize workflow and resource allocation.Plan, organize, and monitor progress of labor assignments based on project requirements and deadlines while ensuring adherence to quality and safety standards.Enforce safety regulations and procedures to ensure a safe working environment for all personnel.Conduct regular safety inspections and toolbox talks to promote awareness and mitigate potential hazards.Investigate and report any safety incidents or near misses and implement corrective actions as necessary.Provide introductory on-the-job training to newly hired laborers.Identify training needs and facilitate mentorships and relevant training sessions to promote continuous improvement and career development for staff, including work procedures, equipment operation, and safety protocols. Review weigh tickets, asphalt tonnage, and locations for accuracy.Manage sharps collection and disposal program.Provide work reports to the Public Works Director, Mayor, and City Council as requested. KNOWLEDGE, SKILLS, AND ABILITIES Candidates hired must satisfactorily demonstrate these factors during a prescribed probationary period for continued employment: Excellent organizational and time management skills, with the ability to prioritize tasks and meet deadlines in a fast-paced environment.Effective communication and interpersonal skills, with the ability to motivate, mentor, and develop team members.Strong knowledge of construction techniques, tools, and equipment and the ability to direct staff in the care and safe operation of their assigned tools, equipment, and technology. Proficient knowledge of the occupational hazards and safety regulations and procedures of the labor trade, with a commitment to promoting a culture of safety and adherence to OSHA guidelines.Ability to interpret blueprints and specifications.Working knowledge of all City garbage routes and schedules.High level of punctuality and dependability.Ability to deal courteously and tactfully with all members of the public.Ability to understand and carry out both oral and written instructions independently with minimal supervision.

WORK ENVIRONMENT & PHYSICAL DEMANDS Employees under this job classification must maintain flexibility to work varying shifts, weekends, and overtime as needed to support project requirements.Work may be conducted outdoors for extended periods under unfavorable weather conditions.Work within this job classification requires physical strength and agility sufficient to perform manual tasks requiring heavy physical exertion and ability to lift 50 pounds.
