Program Summary: The Massachusetts Senior Medicare Patrol (SMP) Program is a statewide initiative that empowers seniors to prevent, protect, and report healthcare errors, fraud, and abuse. The SMP Program's mission is to reach and educate Medicare and Medicaid beneficiaries, family members, and caregivers on the importance of being engaged healthcare consumers and understanding their health benefits eligibility.
Essential Functions: (Core duties or tasks that are fundamental and not marginal to the performance of the job)
  • Plan, design, and implement a statewide culturally appropriate outreach and education campaign to reach and educate Medicare and Medicaid beneficiaries, family members, caregivers, and professional on preventing, detecting and reporting healthcare errors, fraud, and abuse.
  • Plan, design, and implement bi-annual multi-pronged media outreach and education campaign in collaboration with the MA SMP Program Director, MA SMP Program Volunteer Coordinator and SMP volunteer team members to reach and educate Medicare and Medicaid beneficiaries, family members and caregivers about the importance of reporting healthcare errors, fraud, and abuse, while potentially recruiting new volunteers.
  • Plan, design, and conduct targeted outreach to un-served, underserved, limited English speaking, rural, Native American and other vulnerable populations across the state on an ongoing basis.
  • Coordinate MA SMP Program outreach and education efforts and events with the MA SMP Program Volunteer Coordinator to ensure appropriate volunteer matches for specific assignments while promoting volunteer gratification and satisfaction.
  • Establish annual calendar for MA SMP educational events, community forums, health fairs, religious and cultural festivals, agricultural fairs, and other potential outreach opportunities to promote the dissemination of the MA SMP Program message.
  • Identify volunteer opportunities with partner organizations and work with MA SMP Volunteer Coordinator to match and assign volunteer team member to partner organizations, such as AAAs, ASAPs, COAs, and other community-based organizations.
  • Comply with all reporting requirements of the Administration for Community Living and the Office of the Inspector General by capturing and recording all programmatic data in Senior Medicare Patrol Program's Information and Reporting System (SIRS) database.
  • Actively participate in the planning and execution of the MA SMP Program's Monthly Statewide Volunteer Team Member meetings to foster ongoing relationships with current and new SMP Program volunteers.
  • Other activities as determined and assigned by the MA SMP Program Director as they relate to accomplishing the MA SMP Program's work plan and outcome measures.
  • Attend ACL Sponsored trainings, meetings and conferences as assigned by Program Director.
  • Participate in the MA SMP Program's work groups and department meetings.
  • Valid Driver's License and reliable transportation is required.
Qualifications:
  • BA/BS and minimum of three years of experience in program management preferred. Additional experience may be substituted for a degree.
  • Expertise in designing and implementing outreach and education campaigns targeting limited English proficient (LEP), hard-to-reach and other vulnerable populations.
  • Experience working with diverse, multicultural and LEP populations
  • Experience in the designing and coordination of a multi-pronged, multi-ethnic, multi-lingual media campaign.
  • Experience in delivering presentations and public speaking.
  • Excellent communication skills, both written and spoken
  • Computer proficiency, such as Office 365, Excel, PowerPoint, SurveyMonkey, as well as social media platforms (Facebook, Twitter, Instagram, etc.)
  • Excellent organizational skills and attention to detail.
  • Ability to carry out tasks as instructed with minimal supervision.
  • Ability to prioritize multiple tasks and complete assignments in a timely manner with follow through.
  • Knowledge of office management, administrative and systems.
  • Ability to travel throughout the state and transport MA SMP outreach materials for dissemination to consumers and/or providers, such as: banners, posters and other displays and equipment. Ability to lift up to 30 pounds.
  • Valid driver's license and reliable transportation required.
  • Flexibility and willingness to work some evenings and weekends if and when necessary.

Hours: 37.5 per week
This is a grant funded position. Continuation is contingent on funding.
