Position Summary - Assistant Housing Manager

Under the general direction of the Housing Manager, the Assistant Housing Manager will provide supervision of MI Residential employees in the absence of Housing Manager (i.e. Manager on Duty) ensuring organizational and program compliance. Provides training & supervision to the Administrative Assistant/Occupancy Specialist.

Responsibilities include the following. Other duties may be assigned.

  • Maintains an on-site presence for residents, visitors, and emergency personnel during operating/business hours, weekdays. Respond to tenant, owner, or other complaints.
  • Perform the duties of the Housing Manager as required, serve in the capacity of a Housing Manager in his/her absence.
  • Supervise and assign tasks to the Administrative Assistant/Occupancy Specialist.
  • Spearhead move-in, annual, interim, transfers, and move-out certification (including, but not limited to accepting/screening applications, generating new tenant files, signing lease, site orientation, calculating rents, etc.) per HUD guidelines.
  • Conduct home visits as part of the tenant selection, as needed.
  • Monitor for lease violations, notify residents and follows-up as necessary.
  • Monitors & Maintains waitlist and EIV lists for compliance with HUD requirements.
  • Conduct move-in inspections and orientations.
  • Reviews/audits recertifications with Administrative Assistant/Occupancy Specialist to assure compliance with the HUD Handbook.
  • Assist Housing Manager with annual OCAF submissions including assisting in completing Utility Analysis.
  • Assist Housing Manager with MOR Audits & REAC inspections.
  • Assist in preparation of reports, as needed.
  • Review unpaid accounts as needed. Take appropriate action to collect delinquent payments.
  • Counsel residents and make referrals to the RSC as needed.
  • Process evictions or legal forms as necessary according to procedure.
  • Conduct interview when rent change is necessary and processes according to procedure.
  • Spearhead and manage applicant hearings or grievances.
  • Provide support and input to housing manager regarding employee relation issues from coaching to corrective action; proactively maintain a positive work environment.
  • Help create and interpret policies, procedures, and guidelines to ensure organizational mission follow government laws and regulations.
  • Effectively partner with others to lead organizational initiatives, such as staff development and community safety.
  • Attend regulatory or agency events during or after operating hours, as needed.
  • Attend resident evening events, as needed.
  • Respond to and be available for after-hours emergencies.
  • Function as a liaison to company on-call maintenance personnel, security guards and police patrols.

Qualifications

  • Minimum High school diploma/GED; Associates or Bachelors degree preferred
  • 1 year Property Management experience in an affordable housing environment; supervisory experience helpful.
  • Must be Certified Occupancy Specialist
  • Bilingual English/Spanish
  • Knowledge of rules and regulations of HUD Handbook 4350.3
  • Knowledge of Tenant Selection Plans, Affirmative Marketing Plans, Lease packages and annual certification requirements
  • Knowledge of rent increases pursuant to OCAF and
  • Knowledge of Enterprise Income Verification (EIV) system
  • Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, residents, the public, local social service agencies, and HUD.
  • Ability to communicate with people from a broad range of socio-economic backgrounds.
  • Strong interpersonal skills, ability to work with individuals at all levels of the organization.
  • Initiative-taking with ability to meet deadlines independently and as part of a team.
  • Excellent written and verbal communication skills.
  • Sound judgement and confidentiality.
  • Excellent organizational skills.
