This position serves our partners at the Minnesota Department of Revenue (DOR). MNIT DOR helps manage the states revenue collection systems and administers state tax laws. The team is responsible for powering technology that collects over $30 billion annually.
The Business Analyst position exists to perform business analysis functions using a set of tasks and techniques to successfully act as a liaison among stakeholders in order to understand the structure, policies and operations of an organization and to be able to recommend solutions that enable projects to be successful and goals to be met. In particular, this includes participating in requirements gathering sessions to analyze, define and document business processes, software requirements, data management systems and development of specifications for technology initiatives.
The Business Analyst works as a liaison between IT and business representatives, analyzing business activities and presenting the findings for analysis of solutions to purchase, implement, or develop. The Business Analyst works with development team members by collaborating on the development, testing, deployment and adoption of solutions. The Business Analyst also communicates and consults with system user populations concerning system changes and implementation planning for changes and releases.
The incumbent will participate in and practice: Business Analysis Planning and Monitoring; Elicitation; Requirements Management and Communication; Enterprise Analysis; Requirements Analysis; and Solution Assessment and Validation using industry best practices for and generally accepted standards outlined in the Business Analysis Body of Knowledge (BABOK) (or equivalent industry standards and best practices) and by MNIT.
Business Analyst duties performed by this position are typically more routine, less complex and of smaller scope than those led by more senior Business Analysts (ITS4 and ITS5). The BAs at this level require more direction, coaching, and mentoring when leading and problem solving for projects.
This position is currently eligible for full-time telework:
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
This position requires a minimum of three (3) years of experience in performing IT business analysis functions.
Experience must include:
Creating business relevant artifacts: business/functional requirements, process diagramming and mapping, use cases, application design documentation/specifications, test cases and test plans.
Experience gathering and communicating business needs and functional requirements using one or more of the following: High Level Requirements, Use Cases, Test Cases, User Stories, Business Process Models, Wireframes.
Demonstrated ability to organize and prioritize multiple deadlines, work independently, and define problems as they arise.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A masters degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelors degree substitutes for two (2) years, OR an IT related associates degree substitutes for one (1) year.
Preferred Qualifications
Ability to communicate with both business and technology teams clearly, both orally and written, to present complex information to users in a comprehensive style.
Proven ability to collaborate and work effectively as a part of a team.
Experience facilitating meetings to plan, schedule, run, and follow-up with requirement gathering meeting independently.
Ability to analyze identified problems or gaps to determine if system changes are required.
Experience working as a Business Analyst on Agile project/product teams writing user stories, participating in story refinement and prioritization, and working closely with Product Owners and development teams.
