POSITION DESCRIPTION:

Pioneering Evolution is seeking a Senior Foreign Military Sales (FMS) Lead to manage a team of talented FMS Subject Matter Experts (SMEs) and program analysts in fulfilling the Security Cooperation (SC) and Security Assistance (SA) requirements for a major DoD FMS Government program office. The primary objective in support of the program is that of achieving US foreign policy objectives to advance national security interests. Your support will encompass the full spectrum of SC/SA programs under the purview of the program’s portfolio to include FMS, Foreign Military Financing (FMF), Building Partner Capacity (BPC), international engagement, and cooperative agreements. In this position, you will have daily interaction with our DoD Government customer to provide effective programmatic project support and ensure the team is meeting or exceeding customer expectations. As a Senior FMS Lead, you will serve as a mentor, coach, and advisor to the rest of the project team and delegate tasks in a manner that ensures maximum productivity and efficiency.

REQUIREMENTS:

• Bachelor's Degree or equivalent
• Minimum of 10 years of Navy acquisition program experience (NAVSEA preferred)
• Minimum of 5 years of experience with DoD international programs (Navy preferred)
• Use of the Defense Security Assistance System (DSAMS) for FMS case development, oversight, and/or amendment/modification to accurately reflect FMS program scope and requirements.
• Application of Security Assistance Management Manual (SAMM) guidance to oversee and execute Security Cooperation or Security Assistance programs.
• Financial management and budgeting supporting DoD or DoS programs.
• Action Item tracking, correspondence development, master schedule maintenance, and engagement coordination for DoD or DoS programs
• Skillful writer with ability to record technically complex topics.
• Strong multitasking capability
• DSAMS proficiency
• Strong mathematics skills as applied to financial data.
• Active DoD Secret Clearance

DESIRED EXPERIENCE:

• Prior experience supporting Navy, NAVSEA, and/or PEO IWS programs.
• Basic technical understanding of AEGIS Combat System architecture
• NAVSEA Enterprise Planning System (NEPS) proficiency
• Understanding of the EUCOM Area of Responsibility (AoR)
