About Acacia Center for Justice:

The Acacia Center for Justice (“Acacia”) provides legal support and representation to immigrants facing deportation through the development, coordination, and management of national networks of legal services providers serving immigrants across the country. Acacia’s goals are twofold: to support immigrant legal services and defense networks to provide exceptional legal services to immigrants; and to advocate for the expansion of these programs and the infrastructure critical to guaranteeing immigrants access to justice, fairness, and freedom. Acacia ensures accountable, independent, zealous, and person-centered legal services and representation to protect the rights of all immigrants.
Job Summary:

Reporting to the Director of Business Operations (DBO), Executive Office of Immigration Review (EOIR) Programs, the Finance Manager of EOIR – Orientation programs will be pivotal in managing the financial aspects of the suite of Orientation program contracts and subcontracts under EOIR, ensuring the effective and efficient handling of budgets, contractual agreements, and financial communications. The Finance Manager will supervise and mentor 2 direct reports, the Senior Financial Associate and Business Operation Analyst.

Primary Duties/Responsibilities:

Budget Oversight

  • Oversee the budgets for all Orientation program subcontractors under the Acacia-held contract with EOIR.
  • Establish and manage task order/contract-level and subcontractor-level budget estimates.
  • Monitor subcontractor spending, ensuring compliance with subcontractor budget ceilings and flagging spend-levels appropriately to the DBO, and program, legal, and finance stakeholders.

Financial Management and Reporting

  • Coordinate the timely submission of invoices of the EOIR – Orientation programs to government representatives with the Fiscal Services department.
  • Support prompt payments to subcontractors in coordination with the Fiscal Services department.
  • Lead internal analyses of budget and invoicing data.
  • Develop schedules for timely and effective monitoring of the subcontractors’ spending against budget.
  • Regularly communicate with the DBO on financial status and projections of subcontractors under the EOIR – Orientation programs.

Communication and Coordination

  • Lead communications with subcontractors, with the support direct reports, and proactively keep partners apprised of financial matters, including payment timelines.
  • Address and resolve issues related to subcontractor spending, flagging appropriately to the DBO, and program, legal, and finance stakeholders.
  • Lead outreach efforts to subcontractors, ensuring they are informed and aligned with Acacia's decisions.
  • Coordinate efforts across different departments within Acacia to maintain consistency and clarity.

Additional Responsibilities

  • Undertake other tasks and responsibilities as assigned by the Director of Business Operations.

Required Skills, Knowledge, Abilities:

  • Strong proficiency in budget management and financial analysis.
  • Excellent organizational and project management skills.
  • Superior communication skills, both written and verbal.
  • Excellent customer service skills.

Preferred Skills, Knowledge, Abilities:

  • Experience in managing government contracts and understanding of EOIR funded programs.
  • Proficiency in financial software, Excel, and Smartsheet.
  • Experience in leading cross-departmental initiatives and subcontractor relations.
  • Lived or affiliated experience with the immigration and/or criminal justice systems is a strong plus.

Education and Experience:

  • Bachelor’s degree in finance, Accounting, Business Administration, or a related field.
  • 6 years of experience in financial management, preferably in a non-profit or legal environment.

Compensation and Benefits:
Acacia has established an internal compensation philosophy that centers equity and pay transparency. The salary for this position is set at $118,200. The salary listed is just one component of Acacia’s total compensation package for employees. Supporting Acacia staff—both personally and professionally—is our priority.
