Job Responsibilities
Oversee and coordinate with relevant persons to administer all relevant health, safety, and environmental policies as they relate to the construction of the project.
Work with the Company’s internal and project-based management/executive teams, as well as outside/overseas design and support parties as needed to ensure the harmonious, smooth, and timely delivery of the project.
Management and supervision of all relevant direct reports and other Company personnel as needed to ensure they receive all required direction and any training that may be required throughout the course of their employment on the project (as applicable).
Conduct any staff performance reviews with direct reports that may be required by the Company periodically.
Administer established Company policies and procedures to effectively control the workflow of the project. This may involve the amendment or development of these policies and procedures, as required by the bespoke nature of the project.
Work with the Executive Director, Technology Infrastructure Development, in the production and review of the relevant elements of the project procedures manual and the like.
Support the Executive Director, Technology Infrastructure Development, in the management of design for all ELV and technology infrastructure elements, including specialist consultants, such as AV Consultants, Security & Surveillance Consultants etc. to deliver a timely and fully coordinated ELV and technology infrastructure design to the trades for implementation in the construction phase of the project.
Act as liaison with all other design and construction disciplines, both locally and internationally, around the coordination of Building Services in your specific area of responsibility as well as holistically in the overall project design.
Regularly coordinate with other area-based Building Services Senior Project Managers to ensure a smooth and holistically delivered set of sitewide ELV and technology infrastructure systems, that are required to be installed in all geographical areas of the building.
Regular coordination and cooperation with peer area-based building services, construction/building and fit out project management teams and the Executive Director of Building Services, as needed, to ensure a fully coordinated approach to successful project delivery.
Oversee government, statutory authority and utility company submissions and inspections via the relevant consultants, contractors and the Company, as may be required, for the area of the project under your direct control and work with the Executive Director, Technology Infrastructure Development, on the same.
Coordination with all relevant telecommunications utility companies around timely delivery of communications and data to the IR1 development and the like.
Coordination with Company and Consultant Building Services teams to ensure all relevant interfaces are established, detailed in design, and then managed, including all necessary works coordination and the timely hand over of relevant rooms to allow the roll out of IT systems and equipment.
Coordination with all relevant Company Facilities/IT/Communications/Security/Surveillance personnel and the like with respect to the integration of the new expansion into the overall development systems and infrastructure.
Coordinate and plan with all relevant Company personnel, as required, around key interfaces between the original IR project, the new expansion areas, and day-to-day operations of the existing facility to minimize or avoid any impact to ongoing operations.
Liaison with the Project’s commercial team(s) and appointed Quantity Surveyors/Cost Management Consultants on all commercial aspects of the ELV and technology infrastructure systems works, including change management processes.
Work with the Executive Director, Technology Infrastructure Development & Executive Director, Building Services, to finalize all ELV and technology infrastructure systems budgets with all relevant commercial parties for all ELV and technology infrastructure systems, either directly procured or procured as a Subcontractor to the Main Contractor(s), and then monitor and manage within these as needed.
Development and management of Value Engineering initiatives on the ELV and technology infrastructure systems/works, in conjunction with the relevant consultants and the Company, as may be required in your area of responsibility or holistically during the Project.
Coordination with the Company and all relevant Consultants/Stakeholders around the Project’s desired sustainability initiatives and targets and the delivery thereof. Coordination with the Company’s appointed environmental management team as required and as relevant to your area.
Management, coordination, and oversight on programming/scheduling of all relevant ELV and technology infrastructure systems. Management and coordination with all internal construction planning resources associated with the ELV and technology infrastructure systems/works and regular interface with the relevant planning resources of the appointed Main Contractor(s).
Support the Executive Director, Building Services, in the input and preparation, as required, of any periodic project status reporting and dashboards to the Executive Management team.
Oversight and coordination with Main Contractor(s) works in relation to ELV and technology infrastructure systems and handover of ELV & technology spaces/areas required for timely completion of the ELV and technology infrastructure works as well as the integration of ELV and technology infrastructure systems holistically.
Oversight and management of ELV and technology infrastructure systems shop drawing production, material & equipment submissions, works method statement submission, testing & commissioning submissions, and the like, for your area of control. This includes all associated CSID/CBWD required for construction progress, either directly or through the appointed Main Contractor’s building and ELV teams.
Audit of work quality, ELV and technology infrastructure systems management and supervision undertaken by the appointed Main Contractor for your area of responsibility and, where necessary, the appointed ELV and technology infrastructure systems trade Subcontractors, including holding regular issue management and coordination sessions.
Follow up on all relevant workplace injuries or health, safety and environmental breaches, and the like, with the relevant departments or both the Company and Main Contractors, Subcontractors and similar.
Coordination with the appointed Commissioning Management company/consultant around development of T&C specifications, plans, method statements, etc. for ELV and technology infrastructure systems to ensure environmental and sustainability requirements are met and all systems are thoroughly tested, commissioned, and handed over to the Company’s Operations team.
Oversight on testing and commissioning of all ELV and technology infrastructure elements and eventual handovers to the Company’s Operations team, including all relevant as-built records and manuals, etc.
Oversight on all Operations personnel training required as part of the handover of the IR2 expansion project and integration into the overall IR development.
Organize and chair meetings with the Consultants or Contractors, record meeting minutes and discussions, and liaise with the Company Management and relevant Authorities.
Ensure all basic ELV and technology infrastructure document control is managed from the Company’s side, including all as-built documentation, manuals, and models, etc.
Coordination with the design consultant team around interrogation of 3D/BIM project elements and management of design coordination to support the construction works, including clash detection and management. Ongoing performance of the same with Main Contractors, Subcontractors and Consultants as part of the shop drawing and construction phase modelling.
JOB REQUIREMENTS
A minimum of 15 years’ experience working on ELV and technology infrastructure projects of which, ideally, 5 years should have been based in Asia, preferably in Singapore.
Key relevant project ELV and technology infrastructure delivery history on large scale developments/projects.
Possess good communication skills to deal with all contracting levels and arrangements, facilities and operations personnel and other end-user management staff.
Experience in planning, design, and construction of ELV and technology infrastructure for integrated resorts, including large hotels/high-rise buildings, gaming areas, MICE, arena, stadiums or theatres, retail malls and the like. This should include good day-to-day knowledge of all ELV and technology infrastructure disciplines, i.e. Security & surveillance, SCS, ELV, Central Control/Monitoring and associated general builder’s works.
Possess a good working knowledge of local codes and construction practices in Singapore and the ability to organize and manage the relevant Main Contractor’s personnel, and ELV and technology infrastructure trade Subcontractors within the site and the property.
Good working knowledge of the full MS Office suite of programs is essential.
Good working knowledge of Bluebeam software.
Good working knowledge of ELV works planning/scheduling implementation and, ideally, software use.
