Position Description

Location: Nationwide (US-based, remote)

Salary Range: $150,000 - $170,000 annual salary (Salary will be commensurate with the selected candidate's education, years of directly relevant professional experience, technical qualifications, and demonstrated expertise.)



The Long-Term Exceptional Technical Assistance Project (LEAP Global) is implemented by Global Solutions Ventures (GSV)—a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group. Originally utilized by USAID to combat infectious diseases, LEAP Global transitioned to the U.S. Department of State (DOS) as of July 1, 2025. It serves as the U.S. Department of State Bureau of Global Health Security and Diplomacy’s (GHSD) flagship global technical assistance mechanism.



LEAP Global addresses complex human resource and technical challenges faced by national health programs in U.S.-supported countries by hiring and directly embedding senior technical advisors within Ministries of Health, host government entities, U.S. Embassy Health Units, Foreign Assistance Offices (FAO), and regional health offices. This embedded technical expertise empowers partner governments to lead, manage, and scale up critical public health programs while strengthening, alignment between U.S. Government (USG) foreign assistance and national strategic priorities.

Technical assistance spans:


  • Tuberculosis (including Programmatic Management of Drug-Resistant TB / PMDT)
  • HIV/AIDS (Care & Treatment, PMTCT, CECAP, TB/HIV)
  • Malaria (Vector control, case management, seasonal chemoprevention, vaccines)
  • Global Health Security (GHS) & One Health
  • Pandemic Preparedness, Surveillance, & Laboratory Systems
  • Maternal, Newborn, and Child Health (MNCH) & Nutrition
  • Health Systems Strengthening (HSS), Supply Chain Management, & Health Information Systems (HIS)
  • Monitoring, Evaluation, and Learning (MEL)

LEAP Global supports the implementation of the America First Global Health Strategy by strengthening health security, improving oversight of foreign assistance, promoting measurable outcomes, eliminating fraud, waste, and abuse, and delivering life-saving humanitarian assistance (LHA).

  1. Position Summary

The Senior Global Technical Lead serves as the primary technical leader for the global LEAP Global portfolio and provides strategic technical oversight to all embedded LEAP Global Technical Advisors worldwide.

The Lead serves as the principal technical liaison to the Department of State Contracting Officer’s Representative (COR) and GHSD technical leads on portfolio technical performance, implementation progress, deliverable quality, travel clearance, and alignment with USG directives. The Director ensures that all embedded advisors effectively support partner ministries while advancing U.S. Embassy and DOS strategic foreign assistance objectives.

  1. Reporting and Key Relationships
  • Primary Supervisor: LEAP Global Project Director (GSV/ ZemiTek)
  • Key Interfacing Stakeholders:
  • DOS Contracting Officer’s Representative (COR) & GHSD Technical Leads
  • U.S. Embassy Health Units / Regional Foreign Assistance Offices (FAO) / Health Assistance Teams
  • Embedded LEAP Global Technical Advisors and Onsite Host Government Managers (e.g., NTP Managers, MOPDD Directors, MOH Department Heads)
  • GSV Project Management Office (PMO)


Responsibilities

  1. Global Technical Leadership & Portfolio Oversight
  • Provide technical leadership, oversight, and direction across all technical domains within the LEAP Global portfolio.
  • Provide technical oversight to ensure advisor activities align with approved Statements of Work (SOWs), Presidential Executive Order directives, Life Saving Humanitarian Assistance (LHA) priorities, and U.S. Embassy foreign assistance objectives.
  • Ensure consistency in technical approach across countries while adapting strategies to host-nation operational contexts.
  • Identify, synthesize, and scale up evidence-based best practices, innovative methodologies (e.g., 7-1-7 target frameworks, new DR-TB regimens, customized surveillance tools), and institutional capacity-building models across countries.
  1. Quality Assurance & Report Review
  • Conduct technical quality control for all weekly progress updates and monthly reports submitted by Advisors (submitted by advisors on the 5th of each month).
  • Evaluate Advisor deliverables for technical accuracy, measurable outcomes, alignment with national strategic plans, and execution of LHA service delivery goals.
  • Provide structured, written technical feedback and actionable recommendations to Advisors and the PMO.
  • Maintain standardized review rubrics, quality assurance SOPs, and technical evaluation tools for portfolio deliverables.
  • Review technical products for completeness, consistency, and compliance with approved reporting guidance
  1. Strategic Technical Analysis & Senior Executive Support
  • Synthesize country-level data and monthly advisor reports into executive briefings, technical memoranda, decision support tools, and quarterly portfolio analyses for DOS/GHSD leadership.
  • Identify implementation bottlenecks, policy/regulatory barriers, operational risks, and opportunities for enhanced USG engagement or multilateral co-investment (e.g., Global Fund, Pandemic Fund).
  1. Travel Review & Technical Clearance
  • Evaluate all Advisor international and country-level travel requests for technical justification, cost-effectiveness, and direct alignment with approved country work plans and Embassy goals.
  • Issue formal technical recommendations (approval, modification, or rejection with written justification) to the COR and PMO within established turnaround times.
  • Identify opportunities to consolidate travel, optimize technical missions, and leverage regional expertise across country programs.
  1. Technical Coordination & Knowledge Management
  • Lead weekly technical coordination calls with Advisors to track progress, solve technical bottlenecks, and highlight weekly successes for DOS leadership.
  • Facilitate quarterly portfolio learning sessions, webinars, and technical Communities of Practice across infectious disease and health security disciplines.
  • Oversee the development of standardized technical guidance, SOPs, toolkits, and knowledge management products capturing portfolio lessons learned.
  1. Monitoring, Evaluation, Risk Management, & Compliance
  • In collaboration with embedded M&E Advisors, oversee portfolio performance metrics, tracking indicators (e.g., 95-95-95 HIV targets, JEE scores, 7-1-7 targets, PMDT treatment outcomes).
  • Develop and maintain real-time technical dashboards (e.g., Power BI/Tableau) to track global Advisor contributions, country deliverables, and portfolio impact.
  • Identify technical, political, or operational risks to program implementation and recommend proactive mitigation strategies to the Project Director and COR.


Qualifications

  • Education: Doctor of Medicine (MD), Doctor of Public Health (DrPH), PhD in Public Health, MD/MPH, or equivalent advanced medical or public health degree.
  • Experience:
  • Minimum 15 years of progressively responsible international experience leading, designing, and managing complex global health portfolios in low- and middle-income countries.
  • Minimum 10 years directly supervising multidisciplinary teams of senior public health advisors and technical specialists.
  • Demonstrated technical expertise across one or more core LEAP domains: Tuberculosis (including PMDT), HIV/AIDS, Malaria, Global Health Security/One Health, Pandemic Preparedness, MNCH, or Health Systems Strengthening.
  • Proven experience supporting or working directly with the U.S. Department of State, USAID, CDC, PEPFAR, WHO, or the Global Fund.
  • Demonstrated track record of technical oversight, technical writing, executive briefing preparation, and decision support for senior USG officials.
  • Knowledge & Competencies:
  • Deep understanding of USG foreign assistance frameworks, Presidential Executive Order directives on LHA, Global Health Security Agenda (GHSA), International Health Regulations (IHR), and Joint External Evaluations (JEE).
  • Proficiency in health data visualization tools (e.g., Tableau, Power BI) and monitoring frameworks.
  • Exceptional executive-level communication, diplomatic stakeholder management, scientific writing, and risk management skills.
  • Fluency in written and spoken English required; proficiency in French, Portuguese, or Arabic desirable.
