NATURE OF WORK
Reports to the Chief Information Officer (CIO), performs works of considerable difficulty in the management and planning of an information technology department; this position has departmental responsibility.
Nature of Work
(Illustrative Only) Plans, coordinates, directs, and evaluates the work activities and professional development of assigned staff; coordinates with the CIO in the planning and management of the department; serves as liaison between ITS and other County departments; may serve on committees, task forces, and other groups; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes; works cooperatively and jointly to provide quality seamless customer service; coordinates with the CIO in the development of strategic plans and tactical goals for the department; determines scope and priorities of projects; coordinates resources required to achieve goals; designs and conducts research projects, performs statistical analysis, evaluates results, and prepares reports; monitors and assesses operating results, recommends any necessary and prudent modifications, and facilitates processes that result in the elimination of duplicate resources; plans and develops department's policies and procedures; participates in the development of specifications for contracts and proposals following legal guidelines; interprets laws and regulations; assures department's activities are in compliance with all laws, policies, regulations, and the County's strategic direction; works cooperatively with individual departments in identifying and analyzing computer applications requirements and problems; directs and coordinates application support services for the County; coordinates and conducts automated systems reviews, needs analysis, and related projects for user departments; oversee the evaluation of the operating system, applications software requirements, and modifications to existing computer systems; oversee the user training of the applicable systems, and gathers informative and functional feedback, as needed; evaluates and oversees the coordination with the implementation of the system security requirements and access controls; audits application licensing. Monitors day-to-day activities of application support services; regular and reliable attendance is required; performs other duties as assigned.
Experience and Education
Bachelor's Degree in information technology or closely related field and seven (7) years' experience related to the management of information technology operations/programming/technical support; must have three (3) years of supervisory experience OR an equivalent combination of education and experience Requirements: Must possess a valid Arizona driver's license and pass a background check. Preferred Qualifications: Master's degree in Computer Science, Management Information Systems and five (5) years' experience related to the management of information technology operations/programming/technical support,; must have three (3) years of supervisory experience

Knowledge of Yuma County organization, operations, policies and procedures;current principles, practices related to development, management, and use of automated and communication information systems;organization, functions, and ITS needs of County departments and agencies;legal regulations and guidelines for information processing in a government setting;continuous business improvements for processes and software products including life cycle methodologies;ITIL Service Management framework, and management of application development and system administration using SDLC principles; principles and techniques of systems analysis and design applicable to automated information applications and system;NIST IT governance, management, and cyber security frameworks, and processes to implement frameworks within an organization;project management methodologies such as PMBOK and Agile;operating principles, capabilities, and limitations of automated information systems, modules, hardware and software, such as Oracle.

Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan A and PPO Plan B. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
