POSITION SUMMARY: The Housing Lead Mitigation Specialist is responsible for coordinating the improvement of living conditions and quality of life for individuals and families in York County. Additional duties as assigned.
- High school diploma.
- 3 years’ experience in residential housing construction or rehabilitation, including experience in cost estimating, specification writing and related technical background, and familiarity with housing maintenance and building codes.
- Must be able to communicate and establish effective work relationships with property owners, contractors, cooperating authorities, and co-workers.
- Must be a self-starter with the ability to keep on task independently and complete work in a timely manner.
- Excellent organization, verbal, and written communication skills required along with proficiency in Microsoft 365.
- Ability to work professionally with staff, the public, and other outside agencies.
- Must have a valid US driver’s license.
- Must be able to travel to attend training and meetings.
- Must submit to a County background check.
- Lead based paint inspector and risk assessor certification.
- Experience in government funded housing services.
- Working knowledge of PA local government.

- Lead mitigation inspections.
- Prepare work write-ups, preliminary cost estimates, specifications, drawings and bid documents.
- Inspect overall work progress and final and follow-up inspections.
- Receive bids and negotiate contracts.
- Prepare change orders and amendments between owners and bidders.
- Complete relevant work to resolve complaints.
- Prepare progress reports and requests for payment on cases.
- Certify compliance in contracts, local state, and federal codes.
- Ensure required warranties and permits are provided by the contractor.
- Successful completion of a mandated lead certification course and test is required.
- Required to drive the County-owned vehicle to identified sites throughout York County.
- Regular and reliable attendance required.

While performing this position, the noise level may be minimal to moderate, and the temperature may vary. Fieldwork is necessary. Physical tasks may include walking, bending, lifting, going up and down stairs, utilizing technology equipment such as desktop computers, laptop computers, telephone, printers/copiers, etc. Fast-paced office environment with frequent interruptions and occasional urgent situations. Some travel and evening hours required. Assessments in homes of all ages and conditions; crawling under mobile homes, crawl spaces and attics. Exposure to the outdoors conditions, including heat and cold. Deteriorating housing
conditions, including dust, dirt, must/mildew, cigarette smoke, etc. Remote work and flexible start time may be available.
ESSENTIAL PHYSICAL AND MENTAL JOB REQUIREMENTS
LANGUAGE AND MATHEMATICAL SKILLS:
Ability to read, speak, hear, and write in English and perform basic mathematical computations including addition, subtraction, multiplication, and division.
COMPUTER SKILLS:
Proficient with Microsoft 365 including Word, Excel and Outlook. Ability to utilize email and internet for business needs.
REASONING ABILITY:
Ability to apply common sense understanding to carry out instructions. Ability to define problems, collect data, establish facts, and draw valid conclusions.
