We are excited to hire a full-time, exempt HR Training and Development Coordinator to join our team within the Human Resources Department! The purpose of this position is to design, develop, lead, and coordinate training and development programs to meet the specific needs of York County Government employees. This role is responsible for planning and facilitating professional development opportunities, including scheduling training sessions, arranging venues, and managing instructional materials and technology. The position ensures alignment between training initiatives, departmental needs, and the County’s strategic goals. In addition, this role supports human resources services by overseeing county-wide professional development efforts, conducting research and analysis, and preparing reports to support managerial decision-making and special projects.
Compensation:Projected Hiring Range/Pay Grade 118: $59,696.53 - $71,635.84 per year. Salary is determined based on qualifications.
Work Schedule: Monday - Friday, 8:00 am - 5:00 pm weekly.

Duties and Responsibilities:
- Drives training initiatives, delivers training courses, identifies resources, and arranges suitable training solutions for employees.
- Continually assesses, creates, develops, facilitates, coordinates, and guides county-wide learning and developmental needs for employees that align the workforce with key business strategies and initiatives.
- Actively searches, creatively designs and implements effective methods to coordinate sustainable learning solutions and programs to develop skills and enhance performance.
- Monitors, creates and/or maintains various HR related training and development programs, including but not limited to:
- Customer Service Training
- Supervisory Development
- Annual Leadership Refresher Courses
- Substance Abuse and Alcohol Training (supervisors and employees)
- CPR/First Aid Training
- Workplace Violence Training
- New Employee Orientation Training
- AAA Driver Training
- Preventing Harassment
- Analyzes training needs to develop new training programs or modify and/or improve existing programs.
- Maintains training database, updates records, and prepares reports for individuals, departments, York County, and other agencies. This involves maintaining information on required training/certifications for each position and data on each employee concerning training or certifications completed as well as training needed. This information is used by department heads during employee evaluations and to schedule training classes as needed.
- Coordinates York County’s professional development training processes. Partners with decision makers across the organization to support strategic professional development training objectives.
- Serves as the subject matter expert for York County’s NEOGOV Learning Management System (LMS); creating training programs and adding learning modules to employees learning plans based on position and required training.
- Monitors employee learning completion, reporting data to supervisors, department heads, human resources, risk management and County Management.
- Ensures annual training requirements are met according to established deadlines as per York County Guidelines.
- Maintains a portfolio of professional training courses. Defines learning objectives, consults with subject matter experts, sources relevant information to develop appropriate and contemporary content. Recommends appropriate strategies and methodologies to maximize the learning experience while leveraging various learning methods. Designs and creates training content assuring content is correct, clear, and high-quality. Works with outside vendors and manages contracts as required.
- Develops partnerships and working relationships with managers, training partners and stakeholders to guide the development and implementation of the County’s training program.
- Develops and conducts evaluations of training courses that assess participant experiences, evaluate learning outcomes, and understand how course content is implemented by course participants. Identifies the extent to which training content is meeting desired long-term goals and adapts efforts to improve training outcomes.
- Identifies and leverages various tools to automate and streamline learning. Documents, tracks, reports, and delivers E-Learning education courses and online training programs.
- Presents training and development programs using various forms and formats including group discussion, lecture, online courses, knowledge bank articles, simulations, and videos.
- Performs other related training and instructional design duties, as required.
- Facilitates the process of authoring, publishing, and deploying learning content in LMS preferred tools.
- Assists the HR Team with various functions, including office coverage, events, programs, etc.
Education and Experience
- Bachelor’s Degree in Instructional Design, Education, Organizational Development, Human Resources Management or related discipline.
- Six (6) years of adult training, facilitating training, instructional design, organizational development or an equivalent combination of education, training and experience.
Certifications and Licenses:
- Valid state driver’s license with an acceptable driving history.
- Must possess AAA Driver Improvement Instructor Certification (or the ability to obtain).
- American Red Cross CPR/First Aid instructor Certification is preferred.
- Society for Human Resources Management (SHRM) Certification preferred.
- Associate Professional in Talent Development (APTD) Certification preferred.

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
