What are the responsibilities and job description for the HR Generalist/Training Coordinator position at State of South Carolina?
Serves as initial point of contact for matters regarding employee relations
- Receives incoming questions and concerns and provides guidance as appropriate according to federal and state labor laws and regulations and Winthrop policies and practices.
- Works closely with the Associate Vice President on complicated matters and those requiring an investigation process.
- Works closely with supervisors and employees to effectively resolve employee relations matters.
- Works closely with the Associate Vice President to administer performance appraisal processes, training and communications.
- Helps supervisors write position descriptions.
- Develops training initiatives to provide professional development opportunities to Winthrop employees.
- Conducts research to identify effective training opportunities and initiatives for general and specialized employee training.
- Develops training and professional development programs and initiatives for employee
groups, including online programs and in-person programs. - Conducts training sessions as appropriate.
- Oversees specific programs for onboarding, including the Welcome to Winthrop
New Staff Orientation program and other onboarding initiatives. - Coordinates with staff in the Provost’s Office to provide faculty-related training, as needed.
- Develops, maintains and communicates the annual training schedule.
- Ensures that statistical information regarding participant attendance and satisfaction surveys are maintained and reported as appropriate.
- Coordinates the Faculty, Staff, and Retirees Awards Ceremony.
- Assists with annual SACSCOC Continuous Improvement reporting, campus-wide employee satisfaction surveys, annual reporting to the Division of State Human Resources, reduction in force and related plans, vendor contracts, etc.
- Serves as point of contact for the Employee Assistance Program and online platforms related to training.
- Develops and maintains the employee holiday calendar and submits to the Associate Vice President for Cabinet approval.
- Oversees HR website content and works closely with the Associate Vice President, HR Technical Consultant, and Employment, Classification and Compensation Manager to
ensure that information on the website is appropriate, clear, concise, easy to navigate and up to date. - Maintains and updates HR policies as requested.
- Responsible for content included in the mandatory online harassment and discrimination compliance training, recommends updates as necessary to maintain training effectiveness, works with supervisors to ensure employees are trained and maintains associated recordkeeping.
- Bachelor’s degree in Human Resources, Business, Organizational Development or related field.
- At least two years of experience in human resources, preferably in training and development, employee relations and/or compliance and policy interpretation.
- Experience developing and/or facilitating employee training or professional development programs.
- Experience working with federal and state employment laws, including FLSA, FMLA, ADA, Title VII, EEOC and Title IX.
- Strong knowledge of HR principles and employment law.
- Demonstrated ability to conduct effective training in-person and virtually.
- Knowledge of adult learning principles and instructional design
- Ability to handle sensitive employee relations matters with professionalism and confidentiality.
- Effective verbal and written communication skills and the ability to write and edit HR content (e.g., policies, handbooks, website content).
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
- Strong organizational and project management skills.
- Familiarity with SACSCOC reporting requirements, state HR reporting, and reduction-in-force plans.
- Sufficient technical ability to master software required to perform job duties.
- Master’s degree in Human Resources, Organizational Leadership, Training & Development or related field.
- HR certification, such as SHRM-CP/SCP or PHR/SPHR.
- Experience in higher education or public sector HR settings.
- Experience with learning management systems (LMS), employee engagement surveys or performance management software.
