We are excited to hire a full-time (40 hours weekly), exempt Capital Projects Analyst to join our team!  The purpose of this position is to provide enterprise management of the County’s Capital Improvement Program (CIP) implementation to ensure projects are delivered on schedule, within budget, and in alignment with County Council priorities. The role establishes accountability across departments to improve delivery reliability, transparency, and decision-making.  

Projected Salary Range/Pay Grade 123: $76,952.07- $92,342.48 yearly. Salary is determined based on qualifications.

Duties and Responsibilities:  

• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
• Ensures capital investments aligns with adopted budgets, policy direction, and strategic initiatives by independently assess project schedules, cost projections, and status updates to ensure accuracy and credibility.
• Advances systems and transparency by improving project management practices, tools, and organization-wide visibility into performance measures.
• Establishes and maintains a periodic standardized master reporting on current projects status using dashboards and key performance indicators (KPIs) for the County Manager, the County Council, and the public.
• Directs CIP implementation by monitoring the full portfolio; identifies risks and required corrective action to maintain schedules and budget integrity.
• Elevates risks, inconsistencies, and non-compliance directly to the County Manager or their designee.
• Conducts regular performance review meetings with responsible departments.
• Assists with the coordination of the annual CIP review with long-range planning, including transportation, facilities, and water/wastewater utilities.
• Performs related work as assigned.

Education and Experience:  

• Bachelor’s Degree in Planning, Engineering, Construction Management, Business or Public Administration or related discipline.
• Four (4) years of CIP planning, design and construction of municipal infrastructure and facilities or related experience or an equivalent combination of education, training and experience.

Certifications and Licenses:  

• Must possess and maintain a valid state driver’s license with an acceptable driving history.
• American Institute of Certified Planners (AICP) and/or Project Management Professional (PMP) preferred.

Physical Demands: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.  

• Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or skill, adeptness and speed in the use of the fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.
