Regional Road Inspector - Public Works (Prescott)

Under general supervision, oversees construction projects and assures contractors meet or exceed plans and specifications outlined by Yavapai County contracts. Responsible for the safety of the project site, including traveling public and contracted personnel and documents all aspects of construction projects for compliance.

  • Oversees and performs compliance inspection of independent contractors working on new and existing road construction, pavement preservations including chip sealing, fog sealing and crack sealing, asphalt overlay, guardrails, bridge reconstruction, low water crossings, drainage improvements, box culverts and head walls. 
  • Coordinates quality control testing on in house capital improvement projects and contracted projects of all sizes.
  • Analyzes complex plans and blueprints and detects substandard materials and workmanship. 
  • Performs project safety inspections and tracks quantities for payment. 
  • Assists with public relations as first line of communication with county constituents affected by projects. Assists public works engineering staff with field inspection for the planning and design phases of future construction projects. 
  • Inspects Storm Water Pollution Prevention Plan (SWPPP) for compliance and maintenance. Serves as the first line of communication between contractors and Yavapai County management staff.
  • Prepares detailed daily field reports on project activities. Maintains and updates documentation and reports utilizing computer programs including Adobe Pro, Microsoft Word and Excel. Maintains As-Built plan sets during construction activities for documentation.
  • Controls and directs work on smaller in-house projects using rented equipment and manpower with a pre-determined budget.
  • Orders essential materials and equipment and performs onsite inspection and supervision.
  • Performs other job-related duties as assigned.

Education: 
High school diploma or equivalent. 

Experience:  
A minimum of three (3) years of experience in road construction.   

Additional Requirements:
Must possess a valid Arizona driver’s license.

Required Knowledge, Skills, and Abilities:

  Knowledge of:

  • Federal, state, and local laws, codes, and regulations.
  • Road construction techniques and material construction plans specifications.
  • Business English, spelling, grammar, punctuation, and composition.
  • Clerical office practices and procedures.
  • Research techniques and report writing.
  • Current Microsoft Office software.
  • Filing and recordkeeping.

Skill in:

  • Performing safety and compliance inspections.
  • Department specific computer-based programs.
  • Communicating effectively verbally and in writing and communicating orally in a face-to-face setting and by telephone with public and employees.
  • Establishing and maintaining effective working relationships with employees, other agencies, and the public.
  • Organization and adherence to detail.

Ability to:

  • Schedule and organize work to meet established deadlines.
  • Make accurate and substantiated determinations regarding contract conformance in conjunction with project plans, specifications, and policy.
  • Use of formulas to calculate material quantities.
  • Work independently on complex projects with a minimum of supervision.
  • Develop and maintain effective working relationships with associates, employees of other departments, representatives of other organizations, County officials, and the public.
  • Keep management informed of key operating issues affecting the department.
  • Remain current in knowledge required to perform assigned duties.  
  • Handle confidential matters and maintain discretion always.
  • Act with courtesy, tact, and diplomacy.

Work Environment:
The work environment is associated with an office and field environment year-round in all weather conditions and may include exposure to loud noise, dangerous emergency situations, dust, fumes, mist, and chemicals.

Physical Requirements:
Ability to sit or stand for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to bend, stoop, squat, kneel, stand, walk over rough, uneven, and/or rocky surfaces, and lift up to and carry 40 pounds.
