What You'll Do
- Candidate must be able to develop/prepare/write new and revised/modified mechanical procedures to include the Uranium Processing Facility (UPF) and Utilities Management operating procedures that provide specific technical instructions for the safe operation of Y-12 systems. The use of these instructions enables personnel to safely and correctly operate equipment or systems in accordance with Y15-232, Technical Procedure Process, and the Technical Procedure Authoring Tool (TPAT).
- This candidate will assist with establishing the basis for the development of technical procedures at Y-12. Researches the regulatory and administrative requirements affecting the procedure(s). Determines the technical requirements that apply to the procedure by examining the following type requirements - DOE rules, orders and standards, safety basis analysis and hazard analysis.
- Researches potential hazards and problems in performing activities by interviewing procedure users and identifying the consequences if the procedure is not performed correctly. Interfaces with job hazard analysis Subject Matter Experts to determine what hazard controls are required to be implemented in procedures.
- Interfaces with the appropriate CNS organization to ensure components associated with the operations correctly reflect field descriptions called out in the procedure.
- Gathers and organizes technical information, prepares text and tools, and coordinates the layout of the required document(s). Interfaces with supervisors/managers and other personnel in other departments/organizations and coordinates procedure reviews with appropriate supervisors/managers and other personnel.
- Prepares drafts of procedures for evaluation and approval for UPF and CNS utility systems. Performs verification of draft procedures against technical requirements and requirement documents that apply to the procedure to ensure written correctness.
- Conducts validations of draft procedures to ensure procedures work as written and can be performed safely. Performs walk downs in procedure areas to ensure technical adequacy and accuracy of process and equipment information in the procedure.
- Perform walk downs as required to confirm equipment configuration, nameplate information, equipment nomenclature, and environmental or location factors that may influence procedure performance or increase the safety risk to the user. Ensures procedures are technically adequate and written to a level of detail consistent with the qualifications and training of the expected users. Develops/prepares/writes new and revised/modified Administrative Management Requirement documents in accordance with Y15-235, Administrative Management Requirements Process, and the Administrative Procedure Authoring Tool (APAT).
- May require overtime occasionally to accommodate certain UPF and Utilities Management Organization procedural delivery dates.
- Be active in Continuous Improvement Initiatives through membership on Utilities Value Stream Enhancement Team.
- Participate in the Utilities training program as a Drill Coordinator, Observer and Safety Monitor.
- Support Utilities by obtaining a camera pass. This pass will be utilized to take and classify photos to support Utilities operations and maintenance.
- Support security and classification through qualification as a Derivative Classifier. Review documents and ensure proper security classification.

Minimum Job Requirements
- Bachelor's degree
- OR Master's degree
- Eight or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting
Preferred Job Requirements
- Experience in operations, maintenance or utilities and/or a technical background with experience in writing operational or maintenance procedures is preferred
- Bachelor's degree in a technical/science or business/communications technical writing discipline is preferred
- Writing experience in maintenance and/or operational procedures for the Uranium Process Facility (UPF) and utility systems
- Broad experience within Y-12 or similar production, utility, operations, maintenance organizations in a compliance work environment is a plus
- Possess good oral and written communication and interpersonal skills
- Able to express ideas in writing, read and interpret engineering drawings and specifications
- Knowledgeable of computer systems (e.g., Microsoft Office, Word, Access, etc.) and/ or applications
- Able to coordinate multiple assignments within a fast paced, work environment and have the ability to act independently with minimal supervision
- Demonstrate strong teamwork skills
