What You'll Do

The Quality Programs and Procedures Manager provides leadership for the Quality Programs organization. The Manager will be required to work closely with both internal and external stakeholders, and must collaborate within and across major organizations to achieve departmental and organizational goals. The Manager will also ensure that Quality programs deliverables are completed on schedule and on budget. In addition, this role provides Quality Programmatic oversight comprising but not limited to Issues Management, Performance Assurance, NQA-1, NAP-401.1, DOE O 414.1, 10CFR830, management assessments, quality audits, etc., and manages the oversight and quality programmatic activities, including the Quality Assurance Program Description, for CNS. The Manager will be responsible for maintaining and improving CNS Quality systems and processes to ensure best practices and compliance.

General Responsibilities:
  • Directly participates in the development of programs and procedures related to quality, and directs oversight activities of those programs and procedures.
  • Establishes organizational policies and strategy as needed or directed, and provides change management for continuous improvement.
  • Conducts interviews, fact-findings, critiques, and extent of condition reviews in response to operational events.
  • Assists in the development and implementation of various Quality training courses.
  • Assists employees, other organizations, and suppliers with the interpretation and implementation of NQA-1 and DOE 414.1 requirements.
  • Evaluates and coordinates a response and implementation of new or changing requirements.
  • Develops and tracks metrics that provide oversight of quality processes on a continuing basis, and provides feedback to operating organizations of their performance.
  • Provides direction on the focus of assessments and surveillances of quality elements identified in the QAPD.
  • Acts as owner of multiple enterprise documents (QAPD, Procedures, Forms, etc.) with the responsibility to maintain and modify them when necessary.
  • Oversees Enforcement Coordination of governing regulatory codes for Worker Safety/Health, Nuclear Safety, and Information Protection.

Minimum Job Requirements

  • Bachelor’s degree: Minimum 7 years of relevant experience.
  • OR 15 or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
  • In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., High School diploma and 3 years nuclear experience; or a DOE O 426.2A alternative).

Preferred Job Requirements

  • Bachelor’s degree: Minimum 10 years of relevant experience. (Typical experience ranging from 10 to 15 years)
  • Minimum 5 years of management experience.
  • Experience in the management of quality requirements, quality control, general quality support, or significant experience in quality assurance activities.
  • Ability to understand and resolve complex issues and communicate the resolution of those issues to regulators and staff.
  • Demonstrated experience in effectively partnering and communicating with internal and external customers.
  • Experience with process improvements, project management, and engineering processes.
  • Knowledge of DOE Orders, NNSA Quality requirements (i.e. NQA-1), internal requirements, and industry best practices.
  • Experience in developing key metrics and performance indicators (KPIs), tracking and interpreting KPIs, and adjusting organizational direction to drive behaviors for large programmatic activities.
  • Experience with Tableau or other metrics tracking dashboards.
  • Demonstrated ability to manage multiple tasks, priorities, and individuals concurrently.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
