The QA Manager / Program QA Lead is responsible for the overall QA function across the program, providing leadership, coordination, and governance for all testing activities. This role focuses on strategy, orchestration, and stakeholder communication rather than hands-on execution alone.

Key Responsibilities:
- Own and oversee the overall QA strategy and processes for the program
- Orchestrate testing efforts across multiple QA resources and user groups
- Provide direction and support to QA leads and testers
- Act as the primary QA point of contact for external vendors
- Communicate testing progress, defect trends, and risks to leadership
- Facilitate daily stand-ups and QA planning sessions
- Establish and optimize QA processes and tools
- Support Go-Live readiness, sign-off coordination, and defect triage
Required Skills & Experience:
- Senior-level experience as a QA Manager or Program QA Lead
- Proven ability to establish QA processes from the ground up
- Experience managing QA for large system implementations or migrations
- Strong communication and stakeholder management skills
- Experience coordinating across internal teams and external vendors
Preferred Experience:
- Experience with government or public sector system modernization
- Familiarity with offender or case management systems
- Experience leading QA teams using Azure DevOps
