Job Description

This role will provide strategic leadership and oversight for X-energy's agile delivery function within the IT organization, within the IT-PMO, IT Governance, and IT Quality team. The Director will ensure the successful implementation of agile methodologies across software development initiatives while maintaining alignment with established IT governance frameworks and quality standards. Leading a team of Agile Managers/Scrum Masters, this position supports ongoing application development projects and systems requiring multi-year operations, maintenance, and enhancement support. The role establishes agile practices, fosters a culture of continuous improvement, and drives the delivery of high-quality technology solutions aligned with X-energy's business objectives.

Job Profile Tasks/Responsibilities

  • Establish and evolve agile delivery frameworks, practices, and ceremonies across X-energy's software development organization, ensuring alignment with industry best practices and organizational needs.
  • Lead, mentor, and develop a team of Agile Managers/Scrum Masters, providing guidance on effective servant leadership, impediment removal, and team coaching techniques.
  • Partner with IT PMO colleagues under the Senior Director’s leadership to ensure seamless integration between traditional project management approaches and agile delivery methodologies across the organization.
  • Drive the adoption and maturity of agile practices including Scrum, Kanban, SAFe, or other methodologies appropriate for different development contexts and teams.
  • Lead comprehensive organizational change management strategies to support agile transformation, including communication plans that articulate vision and benefits, change readiness assessments, and targeted interventions to address resistance and accelerate adoption.
  • Partner with organizational development teams to address cultural barriers to agile adoption, foster an environment receptive to continuous change, and ensure sustainable transformation across all levels of the organization.
  • Establish metrics and KPIs to measure team performance, software quality, delivery velocity, and business value realization, using data to guide continuous improvement.
  • Collaborate with product owners, business stakeholders, and technology leads to ensure alignment between business objectives and development priorities.
  • Oversee the implementation of technical practices that support agility, including continuous integration, continuous delivery, automated testing, and DevOps principles.
  • Manage resource allocation across agile teams to optimize delivery capacity and ensure appropriate staffing for long-term application support and enhancement.
  • Foster an organizational culture that embraces agile values, including transparency, inspection, adaptation, collaboration, and customer-centricity.
  • Implement strategies for scaling agile practices across multiple teams working on related products or platforms, including coordination mechanisms and dependency management.
  • Ensure effective knowledge transfer between development and operations teams to support smooth transitions to operational support models.
  • Develop and maintain relationships with key vendors and partners supporting the agile delivery ecosystem, including tool providers and consulting resources.
  • Create and oversee training programs to develop agile competencies across the organization, from team members to leadership.
  • Provide regular reporting to executive leadership on software delivery performance, highlighting successes, challenges, and strategic recommendations.
  • Establish governance frameworks that balance agile flexibility with necessary organizational controls, especially in regulated environments.
  • Align agile practices with the broader IT governance framework and quality standards established by the Senior Director, ensuring consistency across the IT organization while maintaining agile principles.
  • Maintain professional demeanor and behavior at all times in all forms of communication.
  • Perform other duties as assigned by manager.

Job Profile Minimum Qualifications

  • Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Information Technology, Project Management, or related technical field from an accredited university or college; or equivalent combination of education, training, and relevant experience.
  • Typically requires 15 years of related experience in software development, with at least 5-7 years in agile environments and 3-5 years in leadership positions.
  • Advanced certification in agile methodologies required (such as Certified Scrum Master, Professional Scrum Master, SAFe Program Consultant, or equivalent).
  • Demonstrated experience leading multiple agile teams across diverse technology platforms and application domains.
  • Proven track record of successfully implementing and scaling agile practices across an organization, including experience with transformation initiatives.
  • Demonstrated experience with organizational change management methodologies and successful implementation of change management strategies in technology organizations.
  • Experience managing resistance to change and developing strategies to overcome cultural barriers to agile adoption.
  • Deep understanding of software development lifecycle, DevOps practices, and modern engineering approaches including continuous integration/continuous delivery.
  • Experience managing long-term application maintenance and enhancement in an agile context, balancing new feature development with operational support.
  • Strong knowledge of agile tools and technologies, including Jira, Confluence, version control systems, automation tools, and testing frameworks.
  • Experience in regulated environments and understanding how to implement agile practices while maintaining compliance requirements.
  • Excellent coaching and mentoring skills with the ability to develop agile capabilities in both technical and non-technical team members.
  • Exceptional communication skills with ability to articulate agile concepts to diverse audiences, from development teams to executive leadership.
  • Demonstrated success in fostering collaborative relationships between business stakeholders and technology teams.
  • Experience with budgeting and resource management for software development organizations.

Location: 530 Gaither Road, Rockville, MD.

Work Site Expectations: 3 days in office

Travel Expectations: Up to 10% as needed

Hours: 8:00am-5:00pm, Mon-Fri

Compensation

As required by Maryland and other applicable state law, X Energy, LLC (X-energy) lists the expected compensation range for a publicly advertised job opportunity based upon the job requirements (e.g. education/training, experience, skill sets, etc.). Individual candidates who meet the job requirements for the posted position will be offered a salary within this range based on their respective levels of education/training, experience, and other qualifications unique to them. Salary ranges may vary based on the specific office location and region referenced in the posting to take into consideration differences in cost of living and may not be reflective of all regions. Please note that compensation ranges listed for US job postings reflect base salary only and do not include benefits or other incentives.

A reasonable estimate for this position at the level of experience required is:

$197,700- $224,300. The compensation for this position is comprised of base salary plus an annual short term incentive which is variable, based on scope of responsibility and achievement of goals.
