GENERAL DESCRIPTION: 

 

Join the Wyoming State Treasurer’s Office in a key leadership role overseeing the Unclaimed Property Division. This position is responsible for the overall administration, management and strategic direction of the Division, ensuring compliance with state statutes and safeguarding assets on behalf of Wyoming citizens.

As the Unclaimed Property Administrator, you will lead a team responsible for the receipt, tracking, reporting and return of unclaimed property. This role carries significant financial oversight and supervisory responsibility, including establishing priorities, managing workflows and ensuring accurate and timely processing of property in accordance with applicable laws, policies and procedures.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.


  • Direct the overall administration and operations of the Unclaimed Property Division. Develop, implement and maintain policies and procedures in compliance with Wyoming statutes. Provide supervision, assign work, evaluate performance and ensure effective management of division staff and resources.
  • Interpret and apply state statutes, rules and policies related to unclaimed property. Monitor legislative activity and implement changes to ensure compliance. Provide technical expertise and guidance to internal stakeholders and, as needed, support legislative committees.
  • Review, evaluate and process complex unclaimed property claims, including those involving intestate succession, dissolved entities and other legally sensitive matters. Ensure staff adherence to applicable laws and policies. Coordinate with legal counsel as appropriate.
  • Administer and oversee the claims process to ensure consistency, accuracy and compliance. Review claim documentation for sufficiency, determine eligibility and approve or deny claims in accordance with statutory requirements and internal procedures.
  • Oversee financial activities of the Division, including reconciliation of bank accounts with the KAPS system, processing of domestic and international payments and coordination with audit staff on examinations and findings.
  • Review and authorize high-dollar claims requiring multiple levels of approval, ensuring proper internal controls and compliance with established thresholds.
  • Develop and implement staff training programs. Promote and maintain high standards of customer service in interactions with claimants, holders and the public.
  • Assist in the development and management of the Division’s budget. Monitor expenditures and maintain oversight of unclaimed property fund balances to ensure fiscal accountability.
  • Other duties as assigned.



Qualifications


PREFERENCES: 


Preference may be given to candidates who are licensed attorneys or who possess a degree in Public Administration or a closely related field.


KNOWLEDGE: 


Knowledge of general business operations, including organizational structure, process development, program planning, operational productivity and personnel management.

Knowledge of Wyoming statutes, as well as applicable federal laws and regulations governing unclaimed property, claims processing and property holding requirements.

Knowledge of financial principles, including budgeting, account management and fiscal oversight.

Knowledge of the roles, responsibilities and functions of a statewide elected official’s office.


MINIMUM QUALIFICATIONS:


Education:

Bachelor's Degree (typically in Finance)

  

Experience:

1-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst

 

OR

 

Education & Experience Substitution:

4-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst
