Reports To: Program Evaluation and Quality Assurance Manager, Rural Health Transformation Program (RHTP)

Location: Charleston, West Virginia

Position Overview:

The West Virginia Rural Health Transformation Program (RHTP) is a comprehensive statewide initiative dedicated to revolutionizing healthcare access, quality, and economic stability across rural communities. These diverse programs generate substantial data that is critical for evaluating impact, ensuring accountability, and driving continuous improvement. The Data Analyst will manage the RHTP's data, develop and maintain performance dashboards, and lead critical federal reporting efforts. This role requires an individual who can translate complex analytics into clear, actionable insights that drive program improvement across our various initiatives (telehealth, transportation, value-based care, etc.).

Core Responsibilities:

  • Data Management & Analysis: Manage and maintain program data across various RHTP initiatives, ensuring data integrity, accuracy, and accessibility.
  • Dashboard Development & Maintenance: Design, develop, and maintain interactive performance dashboards using data visualization tools to monitor key performance indicators (KPIs) and program outcomes in real-time.
  • Federal & State Reporting: Lead data collection, analysis, and submission processes for required federal and state reports, ensuring compliance and accuracy.
  • Data Sharing & Governance: Support data sharing agreements and protocols with external partners (hospitals, MCOs, state agencies, etc.), ensuring data privacy and security standards are met.
  • Performance Measurement: Collaborate with program managers to define, track, and measure program performance against established goals and metrics.
  • Actionable Insights & Program Improvement: Proactively analyze data to identify trends, opportunities, and challenges. Translate complex analytics into clear, concise reports and presentations that inform program improvement actions and strategic decision-making.
  • Technical Assistance: Provide technical support and training to RHTP staff and partners on data submission requirements, dashboard utilization, and basic data literacy.

Required Qualifications:

  • Bachelor’s degree in Data Science, Statistics, Public Health, Economics, Information Systems, or a related quantitative field. Master’s degree preferred.
  • Minimum of 3 years of professional experience in data analysis or business intelligence, preferably within a healthcare or public sector environment.
  • Experience with federal reporting requirements (e.g., grant reporting, CMS data) is a plus.

Core Competencies:

  • Data Management & Governance: Expertise in managing large, complex datasets, ensuring data integrity, accuracy, security, and adherence to privacy regulations (e.g., HIPAA).
  • Data Analysis & Interpretation: Advanced analytical skills to perform complex quantitative analysis, identify trends, recognize patterns, and extract meaningful insights from data related to various healthcare programs (telehealth, NEMT, etc.).
  • Data Visualization & Dashboarding: Proficiency in using data visualization tools (e.g., Tableau, Power BI) to design, develop, and maintain clear, interactive dashboards for performance monitoring and reporting.
  • Technical Proficiency: Strong skills in tools necessary for data manipulation and analysis (e.g., SQL, Excel, statistical software like R or Python), and the ability to provide technical assistance and training to non-technical staff.
  • Federal & State Reporting Compliance: Specialized competence in managing data collection, submission, and compliance with specific federal and state reporting requirements (e.g., grant reporting, CMS data).
  • Actionable Insight Generation: The ability to translate complex data analytics into clear, concise, and actionable recommendations for program improvement and strategic decision-making by RHTP leadership.
  • Communication & Data Literacy: Excellent written and verbal communication skills to present complex findings to non-technical audiences effectively, fostering data literacy among staff and partners.
  • Collaboration & Stakeholder Management: The capacity to work effectively with various internal program managers and external partners (hospitals, MCOs, state agencies) to facilitate data sharing and alignment.
  • Problem-Solving: A proactive and systematic approach to identifying data issues, troubleshooting challenges, and developing robust solutions to ensure reliable data operations.

Appointment and Compensation:

  • This is an exempt (at-will) position under the Department of Health. Compensation will be commensurate with executive-level public service, experience, and qualifications. This position includes full state benefits and travel reimbursement for statewide engagement.
  • This position is a full-time, term-limited appointment for a period of up to five (5) years and is contingent upon the award and continued availability of federal funding through the Rural Health Transformation Program. Continued employment beyond the project period is not guaranteed.
