The Director of Education and Workforce is a newly created leadership position at Wu Yee, responsible for the end-to-end development, quality, and sustainability of the early childhood educator pipeline at Wu Yee Children's Services. This role integrates workforce recruitment and apprenticeship, pedagogical excellence, and the support of the Family Child Care (FCC) network into a unified strategy. You will ensure that all educators—whether in centers or home-based settings—have the resources, training, and pathways for degree advancement necessary to provide world-class care to the San Francisco community.

Reporting to the Chief Program Officer, the Director of Education and Workforce has three direct reports at a manager level - the iRISE Manager who oversees the Early Childood Educator's apprenticeship program, the FCC Quality Manager and the Education Manager. We are seeking a systems level leader with enterprise operational leadership within mission-driven child and family systems. Primary Responsibilities

  • Strategic Leadership & Integration: Align the efforts of the Workforce, Education, and FCC departments to create a seamless continuum of professional development and high-quality instruction across all program options.
  • Workforce Pipeline Development: Oversee the expansion of the Early Childhood Educators’ Apprenticeship Program, ensuring robust recruitment, enrollment systems, and partnerships with 2- and 4-year universities.
  • Pedagogical & Quality Oversight: Direct the implementation of high-quality classroom curricula, School Readiness goals, and Parent Family Community Engagement (PFCE) goals; ensure all education systems are updated annually and data-driven.
  • FCC Network Administration: Oversee the administration of EHS and CDE Family Child Care Provider Network contracts, ensuring compliance with local, state, and federal regulations and high-quality individualized case management for providers.
  • Compliance & Monitoring: Ensure agency-wide adherence to Head Start Performance Standards, Title 22 licensing, and CDE requirements; lead the preparation for federal and state monitoring visits (OHS/CDE).
  • Data-Driven Evaluation: Aggregate and analyze agency-wide data (DRDP, CLASS scores, FCCERS, and workforce metrics) to determine program efficacy, identify trends, and report outcomes to the Board and Policy Council.
  • Financial & Grant Management: Manage department budgets, sustain existing funding, and lead the development of grant proposals to expand educator workforce initiatives.
  • Stakeholder & Community Engagement: Represent the agency at state and local workforce development initiatives, fostering relationships with funders, community partners, and educational institutions.


Required Knowledge, Experience & Skills

  • Experience: 7-10 years of progressive leadership in Early Childhood Education (ECE), workforce development, or educational administration, with at least 5 years of experience managing senior level supervisors or multi-departmental teams.
  • Education: Degree in Early Childhood Education, Educational Leadership, Public Administration, or a related field. Eligible for or hold a California Child Development Program Director Permit preferred.
  • Regulatory Expertise: Deep knowledge of Head Start Performance Standards such as Title 22 licensing, CDE/EHS contract compliance, and 2 CFR Part 200 (for grant-funded workforce programs) or operating programs subject to similar complex regulatory frameworks.
  • Technical Proficiency: Advanced skills in data reporting systems (e.g.,Child Plus, R&R databases), office productivity and project management tools (e.g. Office 365, Google Workspace.)
  • Workforce Advocacy: Proven experience in career advocacy for non-traditional college students, immigrant populations, and low-income workers. Experience within the ECE sector preferred.

Physical and Cognitive Demands

  • Communication: Exceptional verbal and written skills; must be able to present complex data and educational philosophies to diverse audiences, including staff, parents, and funders.
  • Physical Activity: Frequently required to travel between program sites and FCC homes across San Francisco; ability to work on a computer for extended periods (up to 7 hours/day) and occasionally lift up to 50 lbs in emergencies.
  • Cognition: Regularly required to solve complex logistical, financial, and pedagogical problems under tight deadlines; must maintain emotional maturity and a collaborative spirit in a high-pressure environment.
  • Environment: Ability to function effectively in professional office settings, active childcare centers, and community-based family child care homes. Must be able to pass FBI background check and TB test.


Compensation and Benefits:

  • Salary $113,040 - $192,170, exempt. The final salary offer will be determined after reviewing relevant factors, including but not limited to skill sets, relevant experience, internal equity, and other business and organizational needs.
