Position Title: Human Resources Specialist/Compliance Officer
Reports To: Assistant Superintendent
Summary: The Human Resources Specialist/Compliance Officer_ is a part-time position that is responsible for the management and coordination of various human resources functions. The primary responsibilities of the position include oversight of the District’s compliance with state and federal nondiscrimination laws in addition to other employment laws.
Job Responsibilities:
Human Resources
- Explain personnel policies, benefits, and procedures to employees and job applicants
- Compile and prepare reports and documents pertaining to human resources activities
- Provide or oversee employee training on policies, procedures and best practices
- Develop an employee handbook and regularly update it to ensure consistency with legal requirements and District policy, regulations and procedures
- Develop personnel-related systems and procedures, as necessary, to ensure effective, efficient and legally compliant operations
- Analyze positions, including the classification of positions in the District compensation schedules and prepare/revise job descriptions for all positions
- Serve as an advisor to the Administration and/or Board of Education on employee matters
- Provide oversight on the District's performance management systems and procedures, including evaluations
- Serve as the District's Local Agency Security Officer for employee criminal background checks
Legal Compliance
- Serve as the District Compliance Officer and Title IX Officer responsible for coordinating the District's compliance with all non-discrimination laws
- Compile and prepare reports and documents pertaining to legal compliance activities
- Conduct periodic internal reviews or audits to ensure the District compliance with legal requirements
- Provide or oversee employee training as necessary to ensure compliance with all state and federal legal requirements
- Conduct or direct the internal investigation of personal or legal issues including employee misconduct and complaints of discrimination, harassment and retaliation
- Draft, review and revise District contracts
- Perform other related duties as assigned
Quali?cations:
Education and/or Experience:
- Bachelor’s degree or higher in human resources, education or a related field
- Prior Human Resources leadership experience
- Expert knowledge of employment and nondiscrimination laws and regulations
- Knowledge of human resources computer systems, networks, databases, and related software/hardware
- At least three (3) years of experience in a Missouri public school district setting preferred
- Active license to practice law in Missouri preferred

Ability to read and interpret documents such as laws, policy and procedures. Ability to write routine reports and correspondence. Ability to communicate e?ectively.
Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, decimals and percentages.
Reasoning Ability
Ability to problem-solve and apply understanding to carry out instructions furnished in written and/or oral or diagram form or legal mandates. Ability to deal with problems involving concrete variables in varied situations.
Physical Demands
While performing the duties and responsibilities of this job, the employee is regularly required to talk and hear, stand, walk, sit and use hands and arms to handle, feel and reach. The employee is occasionally required to stoop or kneel and occasionally lift and move up to 25 pounds. Regular attendance is expected.
