Career Planner - W2 Program (Menomonie)

Responsible for providing individualized case management services and supportive services for individuals in the Wisconsin Works (W2) Program. The Career Planner/FEP is the primary case manager and has the ultimate responsibility for the case, including correct eligibility determination for W2. The FEP must also coordinate with other agencies to facilitate needed services such as treatment, education, training and formal assessments. Some key roles include:

A. Determining eligibility for W-2 .

B. Providing information on basic money management and personal work habits and life skills needed to succeed in the working world.

C. Complete and informal assessment for both strengths and barriers to include reviewing and updating the information gathered.

D. Utilize assessment and other information provided by the participant to determine whether a formal assessment by a qualified assessing agency is needed.

E. When appropriate, assign reasonable job search activities prior to and after the determination of W-2 eligibility.

F. Determine placement in a W-2 employment position and the need for an Emergency Payment.

G. Work with participants to develop a W-2 Employability Plan (EP).

H. Ensure that applicants and participants have the necessary supportive services, accommodations, auxiliary aids and communication assistance required to participate to the fullest extent possible.

I. Assess each participant’s progress in their assigned activities and determine whether the participant is developing the hard and soft skills they need to obtain and retain unsubsidized employment.

J. Identify noncompliance, determine good cause, and apply payment reductions.

K. Interpret and explain policies governing eligibility.

L. When necessary, refer applicants and participants to other community services.

M. Assure that final eligibility information for W-2 is transmitted to the child support agency, and assure that participants cooperate with their child support agency.

N. Provide follow-up case management services for at least 12 months to participants who progress from a W-2 employment position to an unsubsidized position to encourage and support job retention and advancement.

O. Assess each eligible parent’s career interests and aptitudes.

P. Identify, establish and maintain appropriate work and training sites.

Q. Monitor work and training sites.

R Provide direct supervision of group or individual work/training activities as needed.

S. Have thorough knowledge of local labor market information, including high-grown industries and career paths that exist within those industries.

T. Identify those employers within local area industry that are best prepared to work with the W-2 population.

All Career Planners will be trained to be FEPs in accordance with state law and administrative rule. Basic skill sets required of a FEP include: Strong Verbal and written communication, active listening, conflict resolution, ability to be non-judgmental, time management, adaptability, sensitivity, problem solving, crises response, interviewing skills, discussion facilitation, customer service, job matching, networking, problem identification, solution recognition, service coordination, coaching and mentoring, cultural competency, interpreting formal assessment results, ability to put into place needed modifications and accommodations, goal setting, career development, and job retention strategies.

Prior experience with public benefit employment programs such as Wisconsin Works or TANF a plus but not required. We will train.

Bachelors degree desired in Vocational Rehabilitation, Social Work, Psychology or 2-5 years of work experience in related fields.

Criminal background check required. Full benefit package.

Flexible Work Arrangement (after successful performance)

This is a limited term position through December 31, 2026, but may become permanent if grant is renewed.
