Job Description

Wood is seeking a Project Supply Chain Logistics Lead for our Houston, TX office.

This position is based on site at our Houston Park Ten campus; relocation assistance and per diem are not available.

This is a project ‑ based role that reports directly to the assigned Project Supply Chain Manager within the project execution environment, ensuring full alignment with project-level objectives, schedules, and priorities. Functionally, the role maintains a direct reporting line to the Head of Supply Chain – Americas for oversight of process adherence, governance, and performance expectations, and a dotted ‑ line connection to the Global Director of Logistics, who provides corporate-level functional guidance, standards, and subject ‑ matter expertise. The Logistics Lead serves as the project’s primary authority for all logistics matters, responsible for developing and executing logistics strategy, overseeing multimodal transportation, managing logistics service providers, ensuring global trade compliance, and enabling the safe, compliant, and cost ‑ effective movement of materials and equipment across the full project lifecycle.

Job Description

The Supply Chain Logistics Lead is responsible for developing and executing the full logistics strategy for large, complex capital projects within the refining, petrochemical, and oil & gas sectors. This role leads multimodal transportation planning, import/export compliance, route surveys, logistics studies, heavy ‑ haul coordination, and end ‑ to ‑ end freight execution from supplier origin to project delivery points. The individual provides technical leadership to logistics coordinators, partners closely with engineering, procurement, construction, and suppliers, and ensures that all logistics activities support schedule, cost, and risk targets for the project.

This position requires deep experience in international movements (breakbulk, containerized, heavy-lift), logistics contracting, customs compliance, and Incoterms strategy, enabling the development of scalable logistics models for projects with high freight volume and complex delivery constraints. Industry-aligned responsibilities such as multimodal planning, freight forwarding oversight, compliance documentation, carrier management, and risk controls are consistent with leading profiles in oil & gas logistics management roles.

Key Responsibilities

  • Develop and own the project logistics execution strategy, including multimodal transportation plans, risk assessments, and sequencing.
    • Lead logistics route surveys and logistics studies; define methodologies, scopes of work, and deliverables for external logistics study providers.
    • Model freight flows, identify delivery constraints, and establish muster/laydown locations, consolidation points, and delivery models for high ‑ volume capital projects.
    • Optimize total landed cost through bundling, consolidation, routing strategies, and Incoterms selection.
    • Manage all customs compliance activities including classification, documentation, special permits, temporary imports, and coordination with customs brokers.
    • Oversee preparation and accuracy of commercial invoices, packing lists, certificates of origin, and regulatory documents needed for export/import clearance.
    • Engage with U.S. Customs & Border Protection (or international authorities) to resolve escalations, holds, or regulatory matters.
    • Lead execution of breakbulk, containerized, heavy ‑ haul, barge, rail, and over ‑ the ‑ road transportation.
    • Coordinate with freight forwarders for booking, scheduling, marine surveys, chartering vessels/barges, and overseeing cargo operations.
    • Ensure proper preservation, packing, handling, and transport compliance, including heavy-lift rigging requirements and load-securement standards.
    • Monitor transportation milestones, track logistics KPIs, and proactively mitigate schedule threats.
    • Develop contracting strategies for freight forwarders, customs brokers, marine surveyors, trucking companies, heavy ‑ haul contractors, and logistics service providers.
    • Negotiate and manage logistics service agreements, ensuring terms address liabilities, transit risk, insurance, demurrage, free time, and performance KPIs.
    • Ensure timely placement of logistics-related POs aligned with project schedules.
    • Lead and mentor project logistics coordinators; establish clear execution routines, priorities, and performance expectations.
    • Drive alignment with procurement, engineering, construction, suppliers, and site materials management to ensure seamless logistics execution.
    • Facilitate project logistics meetings, reporting, and dashboards, including look-ahead schedules and exception management.
    • Implement logistics HSE requirements including journey management, cargo securement checks, equipment certification, and route risk assessments.
    • Ensure cargo insurance coverage is placed appropriately and manage claims related to transit damage or delays.
    • Drive continuous improvement initiatives in logistics planning, execution, and supplier performance.
Qualifications

  • Bachelor’s degree in Supply Chain, Logistics, Engineering, Business, or related field; equivalent industry experience considered.
  • 10 years of logistics experience in oil & gas, refining, petrochemical, EPC/EPCM, or large capital project environments.
  • Demonstrated experience managing international shipments, heavy-lift operations, and complex multimodal execution.
  • Strong understanding of Incoterms, export/import regulations, and global trade compliance practices.
  • Experience in developing and managing logistics budgets, forecasts, and cost-control mechanisms.
  • Prior experience leading teams in a project-driven environment.

Knowledge, Skills And Experience

  • Expertise in multimodal logistics: breakbulk, heavy-lift, containerized cargo, rail, barge, and overland trucking.
  • Strong understanding of customs regulations, HS classification, permits, temporary import regimes, and broker engagement.
  • Skilled in route surveys, logistics studies, marine surveys, and heavy ‑ haul engineering considerations.
  • Knowledge of contracting models and commercial terms for freight forwarders, carriers, surveyors, and logistics service providers.
  • Familiarity with logistics systems, shipment tracking tools, and project-based supply chain platforms.
  • Strong analytical and problem-solving capabilities, especially for schedule and routing constraints.
  • Excellent communication and stakeholder management skills across engineering, procurement, construction, site teams, and suppliers.
  • Ability to manage competing priorities in a high ‑ volume, fast-paced capital project environment.
  • Proven leadership skills with ability to coach, mentor, and upskill logistics staff.
  • Development of logistics execution plans for capital projects exceeding high freight volumes or requiring specialized movements.
  • Oversight of global freight execution, including foreign-to-foreign routing, consolidation, and site delivery coordination.
  • Management of logistics risk, demurrage/exceptions, damage mitigation, and insurance claims.
  • Experience in preservation requirements, packaging standards, and compliance with shipping/handling specifications.
