Position Overview
The Senior Pursuit Manager is responsible for leading and managing the full federal opportunity lifecycle in a high-volume federal growth organization managing multiple concurrent opportunities including business development support, opportunity qualification, capture strategy, proposal management, and proposal writing. This role serves as a key contributor to the company’s growth strategy by driving competitive pursuits from early identification through contract award submission.
The ideal candidate is a strategic, initiative-driven, and hands-on professional with experience supporting federal government contracting efforts across DoD and civilian agencies. The Senior Pursuit Manager collaborates closely with executive leadership, operations, recruiting, pricing, contracts, and technical teams to develop winning strategies, shape solutions, coordinate proposal efforts, and produce compelling, compliant, and customer-focused submissions.
This position requires a strong understanding of the federal acquisition process, exceptional written and organizational skills, and the ability to manage multiple simultaneous pursuits in a fast-paced environment. The successful candidate must be capable of balancing strategic capture activities with hands-on proposal development responsibilities, including writing, editing, coordinating reviews, and managing final submissions.
The Senior Pursuit Manager plays a critical role in expanding the company’s federal market presence, strengthening customer engagement, and improving overall win probability across the organization’s growth portfolio.
Key Responsibilities
- Serve as the primary internal lead across the full federal business development lifecycle, partnering closely with the CEO, COO, Portfolio Directors, and third-party resources to support opportunity identification, qualification, capture strategy, proposal development, and submission activities.
- Build, maintain, and communicate a qualified, tiered opportunity pipeline (Tier 0/1/2/3) aligned with WITS’ strategic growth objectives and core capabilities using SAM.gov, GovWin IQ, agency forecasts, market intelligence, and relationship-based insights.
- Lead and coordinate strategic capture activities for new and incumbent opportunities, including recompete planning, opportunity assessments, competitive analysis, bid/no-bid recommendations, win strategy development, and Probability of Win (PWin) improvement efforts.
- Develop and manage opportunity-specific Capture Plans, including gate reviews, teaming strategies, work-share considerations, customer engagement strategies, and executive action planning.
- Champion high-priority pursuits internally by building business cases for investment, resource allocation, and executive engagement on strategic opportunities.
- Maintain active collaboration with IT and Administrative Portfolio Directors, program teams, and operational leadership to identify, shape, and expand growth opportunities within existing customer portfolios and contracts.
- Develop and maintain relationships with federal contracting officers, program managers, agency stakeholders, teaming partners, subcontractors, and industry partners across WITS’ target federal market space.
- Identify, evaluate, and coordinate teaming partners, subcontractors, and strategic work-share arrangements to strengthen competitive positioning and solution capabilities.
- Lead proposal development activities for RFIs, Sources Sought notices, RFQs, RFPs, task orders, BPAs, GWACs, and IDIQ opportunities from kickoff through submission.
- Conduct solicitation analysis, scope reviews, compliance assessments, and proposal strategy development for priority pursuits.
- Manage proposal schedules, compliance matrices, outlines, color team reviews, content integration, recovery actions, and final production activities to ensure timely, compliant, and high-quality submissions.
- Write, edit, and refine proposal content, including executive summaries, technical narratives, management approaches, staffing plans, resumes, past performance volumes, and other proposal artifacts.
- Coordinate proposal development efforts with internal stakeholders, teaming partners, and third-party resources to ensure timely delivery of high-quality technical, staffing, pricing, and past performance inputs.
- Collaborate with pricing and finance teams to support pricing strategy development, cost volume coordination, and price-to-win considerations.
- Maintain and enhance proposal repositories, reusable content libraries, templates, resumes, and past performance databases to improve proposal efficiency and quality.
- Facilitate proposal lessons learned sessions and continuously assess and improve internal business development, capture, and proposal management processes, tools, and best practices.
- Monitor and report pipeline status, pursuit activity, proposal submissions, win rates, and business development metrics to executive leadership on a regular basis.
- Participate in customer meetings, industry events, networking engagements, and strategic growth initiatives to strengthen WITS’ market presence and customer relationships.
- Manage multiple simultaneous pursuits, priorities, and deadlines within a fast-paced federal contracting environment.
Required Qualifications
- Bachelor’s Degree in Business, Communications, Management, or a related field; equivalent combination of education and relevant federal contracting experience may be considered.
- Minimum of 5 years of federal business development, capture management, and/or proposal management experience within the government contracting industry, with a demonstrated record of contributing to successful contract awards.
- Direct, hands-on experience managing the full federal capture lifecycle, including opportunity identification, qualification, customer engagement, competitive analysis, capture strategy development, proposal coordination, and submission activities.
- Experience leading or supporting proposal development efforts for federal opportunities, including writing, editing, and coordinating technical, management, staffing, and past performance proposal volumes.
- Strong understanding of the federal acquisition process, procurement lifecycle, and common contract vehicles, including IDIQs, BPAs, GWACs, task orders, and standalone procurements.
- Proficiency with SAM.gov, GovWin IQ, and other federal procurement tracking, pipeline management, and opportunity intelligence tools.
- Demonstrated ability to manage multiple simultaneous pursuits, deadlines, and priorities in a fast-paced federal contracting environment.
- Strong analytical, organizational, and strategic thinking skills with the ability to assess opportunities and support informed bid/no-bid decisions.
- Excellent written and verbal communication skills, including the ability to present effectively and collaborate with executive leadership, operational teams, partners, and external stakeholders.
- Experience coordinating cross-functional teams, including technical personnel, recruiting, pricing, contracts, operations, and teaming partners during capture and proposal activities.
- Self-directed, highly organized, and capable of operating independently with minimal supervision while maintaining strong attention to detail and accountability.
- Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Teams, and SharePoint.
- Experience leveraging AI-assisted proposal development tools, content management systems, automation platforms, and knowledge repositories to improve proposal quality, compliance, and efficiency.
Preferred Qualifications
- Familiarity with WITS-held contract vehicles and federal procurement platforms, including OASIS , 8(a) STARS III, HCaTS, Polaris, SeaPort-NxG, GSA MAS, eFAST, and DLA JETS 2.0.
- Strong preference for candidates with established relationships and direct pursuit experience within the Defense Logistics Agency (DLA), including JETS 2.0, DLA Information Operations, DLA J6, and related enterprise IT, cybersecurity, logistics, and professional services programs.
- Established relationships or prior experience supporting federal agencies within one or more of WITS’ core markets, including DLA, DHS, USDA, HHS, Army National Guard, Department of Justice (DoJ), Department of Transportation (DoT), and the U.S. Navy.
- Experience working within a collaborative business development environment alongside external capture consultants, proposal support firms, or third-party growth partners.
- APMP Foundation, Practitioner, or equivalent proposal/capture management certification preferred.
- Experience supporting growth-stage, privately held, or exit-focused federal services contractors.
- Familiarity with teaming strategies, subcontracting arrangements, and work-share negotiations for GWAC, IDIQ, BPA, and task order competitions.
- Experience supporting both prime contractor and subcontractor proposal efforts across federal civilian and defense agencies.
- Knowledge of price-to-win (PTW) methodologies, competitive positioning strategies, and federal market intelligence practices.
- Prior experience supporting small business socioeconomic programs, including 8(a), WOSB, HUBZone, SDVOSB, or related set-aside environments.
- Familiarity with proposal collaboration platforms, content management systems, and SharePoint-based proposal development environments.
