JOB TITLE: WATER SERVICE TECHNICIAN
UTILITIES DEPARTMENT
FLSA: Non-exempt

GENERAL STATEMENT OF JOB

Performs intermediate skilled trades work in the installation, repair and maintenance of water lines, pump stations, water storage tanks, flushing hydrants, performing service orders, reading and maintaining water meters, collecting water samples, locating water lines, does related work as required. Work is performed under the limited supervision of the Water System Director.


SPECIFIC DUTIES AND RESPONSIBILITIES
 Essential Job Functions
 Reads water meters; records readings; obtains special readings as required.
  
 Processes service orders; initiates, restores and terminates utility service as required; performs installation and/or removal of water meters upon customer request.
  
 Performs utility location and marking of mainlines and services.
  
 Assists in the maintenance, repair and construction of the water system infrastructure including flushing hydrants, valves, elevations tanks, meters etc.
  
 Investigates customer concerns regarding water quality, consumption, high readings, no water, water pressure, etc; tests and repairs leaks in service lines and meters; makes adjustments as necessary to maintain proper flow of water.
  
 Provides customer service responding to questions and inquiries from the general public; responds to customer concerns or complaints and enforces water policies established by the County.
  
 Inspects and maintains water system pumping stations; monitors and performs control actions utilizing SCADA equipment; collects daily water samples; collects and records daily chlorine residuals throughout the district; tests and records pH levels; flushes water lines to ensure water quality.
  
 Sets traffic control including safety devices, signs, and barricades; ensures safety of public and work crew; completes construction site cleanup and/or landscaping.
  
 Operates one or more types of motorized equipment such as tractors, backhoe, tapping machines and other equipment in water system operations.
  
 Performs general maintenance duties at all buildings and grounds associated with the water system; operates and maintains county vehicles, equipment and tools.
  
 Prepares and completes various work related forms and reports.
  
 Serves in emergency stand by capacity; performs all aspects of water distribution maintenance and repair during after hour periods including weekends and holidays.
  
 Performs other related work as required.

MINIMUM TRAINING, EXPERIENCE, AND EDUCATION
 High school diploma or GED and minimal experience involving the operation and maintenance of water systems, or equivalent combination of education and experience.
  
 SPECIAL REQUIREMENT
 Valid driver's license in the State of North Carolina.
 Possession of or ability to obtain Backflow Cross Connection and Water Distribution certifications.

MINIMUM QUALIFICATIONS OR STANDARDS
 REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
 

Physical Requirements: Must be physically able to operate a variety of equipment and machinery including trucks, tractors, backhoe, tapping machines, mechanics tools, electrical tools, plumbing tools, hand tools, etc. Must be physically able to operate motor vehicles. Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or 25 pounds of force constantly to move objects. Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs or other parts of the body to grasp, push, pull or otherwise move objects. Physical demand requirements are for Heavy Work.
  
 Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite characteristics (whether similar or divergent from obvious standards) of data, people or things.
  
 Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments or directions from superiors.
  
 Language Ability: Requires the ability to read a variety of manuals, books, handbooks, warranties, forms, records, etc. Requires the ability to prepare maintenance records, maintain logs, etc. according to prescribed formats. Requires the ability to speak to people with poise, voice control and confidence.
  
 Intelligence: Requires the ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.
  
 Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in standard English, and construction trades terminology.
  
 Numerical Aptitude: Requires the ability to utilize simple mathematical formulas; to add and subtract; to multiply and divide.
  
 Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
  
 Motor Coordination: Requires the ability coordinate hands and eyes rapidly and accurately in using power and hand tools.
  
 Manual Dexterity: Requires the ability to handle a variety of items such as power and hand tools. Must have minimal levels of eye/hand/foot coordination.
  
 Color Discrimination: Requires the ability to differentiate between colors and shades of color.
  
 Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.
  
 Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via telephone.
  
 KNOWLEDGE, SKILLS AND ABILITIES
 Considerable knowledge of the tools, materials and equipment used in the installation, replacement, maintenance and repair of utility lines.
  
 General knowledge of a variety of maintenance and manual tasks involved in the installation, maintenance and repair and replacement of utility lines.
  
 General knowledge of the use of common hand and power tools; some knowledge of the safe use and operation and preventive maintenance of common automotive and mechanical equipment.
  
 General knowledge of the occupational hazards and safety precautions of the trades involved in the work.
  
 Some knowledge of the operating characteristics and maintenance requirements of assigned equipment.
  
 Ability to understand and follow oral and written instructions.
  
 Ability to perform manual and semiskilled labor for extended periods, often under unfavorable weather conditions.
  
 Ability to prepare accurate records and reports and make recommendations to solve system problems.
  
 Ability to establish and maintain effective working relationships as necessitated by work assignments.
