As a Regulatory Compliance Specialist - Damage Prevention, you will represent Williams in dealings with federal and state agencies. This role is responsible for interpreting regulations, working with applicable agencies and coordinating with management to ensure overall compliance success!

Damage Prevention

Day in the Life:

This position will support Williams' Damage Prevention and Public Awareness programs by partnering with Operations, Project Execution, Safety, and Regulatory Compliance teams. Daily activities may include assisting with excavation-related incident investigations, evaluating excavation plans and variance requests, supporting third-party line strike and near-miss follow-up activities, and providing One-Call Program support. In addition, you will assist with state and federal regulatory inspections, public awareness and outreach initiatives, annual baseline mailing programs, training content and AI agent maintenance, and required industry and regulatory reporting. You will also monitor changes to applicable laws and regulations, participate in industry organizations such as API, CGA, and INGAA, track program performance metrics, and help identify opportunities to strengthen Williams' damage prevention and Public Awareness programs.

Responsibilities/Expectations:

  • Maintain working knowledge of Williams programs, operating requirements, companion documents, project standards, tools, applications, forms, training requirements, and applicable state and federal laws, codes, and regulations to support program execution and compliance.
  • Support Operations, Project Execution, and Safety teams with excavation-related incident investigations, excavation plan reviews, stakeholder inquiries, and variance request evaluations.
  • Partner with Operations personnel to address third-party line strikes, excavation-related near misses, supplemental outreach activities, and KorWeb support needs.
  • Support the primary Damage Prevention/Public Awareness (DP/PA) subject matter expert with state and federal regulatory inspections, annual baseline mailings, supplemental outreach programs, training and AI agent maintenance, and preparation and submission of required regulatory and industry reports.
  • Represent Williams by participating in internal steering committees and industry organizations, committees, and work groups, including API, CGA, and INGAA.
  • Monitor and evaluate changes to applicable state and federal laws, regulations, codes, and industry standards, and support implementation of program updates as needed.
  • Track, analyze, and communicate program performance metrics; identify trends and recommend improvements to enhance program effectiveness and regulatory compliance.
  • Provide support for the One-Call Program, including stakeholder assistance, process support, and related program activities as needed.
  • Preferred: Proven understanding of DOT 192 & 195 Damage Prevention & Public Awareness regulations
  • Coordinates and performs regulatory compliance activities as they pertain to gas pipeline safety rules and regulations
  • Interprets regulations and coordinates with management to assure overall compliance success
  • Participates in and/or makes technical presentations to management
  • Assists with data gathering in preparation for regulatory inspections
  • Develops and/or reviews processes and policy manuals related to pipeline safety
  • Monitors and reviews company activities to assess level of compliance with existing and proposed federal, state, or industry legislation and regulations regarding pipeline safety
  • Works with applicable agencies in the classification and certification of operating assets
  • Other duties as assigned

Education/Years of Experience:

Regulatory Compliance Specialist II:

  • Required: Bachelor’s degree and minimum three (3) years’ compliance-related experience

Regulatory Compliance Specialist III:

  • Required: Bachelor’s degree and minimum seven (7) years' compliance-related experience

Other Requirements:

  • Ability to travel up to 35% as needed
  • Demonstrates excellent organizational/interpersonal skills and safety as the utmost priority
  • Proficiency in Microsoft Office Applications and PC skills
  • Preferred: Understanding of Microsoft Business Intelligence
