Code Enforcement Officer

Public Agency Resources (PARS), is seeking a Code Enforcement Officer to conduct field inspections, investigate complaints, document violations, and work with property owners and occupants to achieve compliance with local ordinances. The ideal candidate is observant, organized, professional with the public, and able to apply regulations fairly and consistently.

Essential Duties & Responsibilities

• Conduct routine, neighborhood-based, and complaint-driven property inspections.
• Investigate potential violations involving property maintenance, nuisances, zoning, vegetation, exterior storage, refuse, junk vehicles, unsafe structures, and related local requirements.
• Document inspection findings with clear notes, dated photographs, correspondence, notices, deadlines, and follow-up activity.
• Explain ordinance requirements, correction options, and compliance deadlines in clear, respectful language.
• Prepare and issue notices of violation, correction letters, orders, citations, and related correspondence as authorized.
• Conduct follow-up inspections, confirm corrections, and recommend case closure or further enforcement.
• Respond appropriately to urgent conditions that threaten health, safety, or property.
• Prepare organized, legally defensible case records and provide testimony at administrative hearings or court proceedings when required.
• The officer will emphasize education and voluntary compliance when appropriate, while taking prompt action when serious health or safety hazards exist or formal enforcement is necessary.
  
  

Job Requirements & Qualifications

• High school diploma or equivalent.
• Two years of relevant experience in code enforcement, property inspection, building or zoning administration, construction, public safety, housing, or comparable regulatory or public-contact work is preferred.
• Working knowledge of property maintenance, nuisance abatement, zoning, inspection practices, and due process requirements.
• Ability to interpret ordinances, policies, parcel records, maps, permits, and basic building or site information.
• Strong observation, documentation, report-writing, organization, and time-management skills.
• Ability to communicate calmly and professionally during difficult interactions and work independently in the field.
• Valid driver's license and an acceptable driving record.
• Related postsecondary coursework and experience with BS&A Software are a plus.
