Job Title: Controller


Hours: Full-Time (Non-Exempt)


Job Description:


Primary Job Responsibilities:
  • Controls:
  • Oversee accounting operations, internal controls, policies, and compliance with GAAP; safeguards District assets and ensures regulatory adherence.
  • Accounting & Reporting:
  • Maintains the general ledger; manages monthly and year-end closings; prepares financial analyses, budget-to-actual reports, and Board financial reports; supports audits and financial statements.
  • Budgeting & Long-Range Planning:
  • Leads annual budget preparation and supports long-term financial planning initiatives, including master plans, debt management, cost-of-service studies, and funding strategies.
  • Systems & Process Management:
  • Assists with implementation, training, and oversight of accounting systems and CMMS; develops training materials and ensures accurate system use.
  • Supervision & Staff Development:
  • Supervises accounting staff and Customer Service Supervisor through coaching, mentoring, and training.
  • Cross-Functional & Customer Support:
  • Supports customer service and complaint resolution; tracks contracts and insurance programs; maintains confidentiality, ethics, and professionalism; performs additional duties as assigned.


Requirements:

The ideal candidate will possess comprehensive knowledge of governmental and municipal accounting, auditing practices, and accounting systems, with strong proficiency in accounting software and common business applications. Knowledge of AWWA principles related to water and wastewater rate-setting is preferred. The candidate must demonstrate strong analytical, problem-solving, interpersonal, and managerial skills, with the ability to communicate effectively both verbally and in writing, manage multiple priorities, and handle sensitive situations with tact and professionalism. Excellent customer service, conflict resolution, and organizational skills are essential. A bachelor’s degree in accounting, business administration, or a related field is required; CPA certification is preferred. A minimum of six years of professional experience in customer service, accounting, auditing, or finance. Three years of supervisory experience preferred. Government and construction accounting experience are preferred.

Hiring Range

The starting salary depends on qualifications and experience. $105,231 - $145,092.

Successful candidates will complete pre-employment screening, which includes, but is not limited to a criminal background check and drug screen.
