Commensurate with certification and experience based on the WCBOE Executive Salary Scale

HOURS
12-month position (260 days)
FLSA: Exempt
Contract Unit:  This position is excluded from all bargaining units.

 

Qualifications:

  • Certification: Eligibility for a Maryland Professional Certificate in Supervision/Administration.
  • Education: Master's degree (or higher) in Education or a related field; doctorate and/or National Board Certification preferred.
  • Instructional Expertise: Demonstrated success in designing, implementing, and evaluating effective instructional programs across pre-K–12.
  • Professional Development Leadership: Proven experience in the design, delivery, and evaluation of professional learning for educators and leaders.
  • Leadership Development: Experience in building and leading leadership initiatives, including mentoring, succession planning, and administrator training.
  • Higher Education & Partnerships: Record of collaboration with higher education institutions and external partners to support professional learning and leadership pipelines.
  • Governance & Advocacy: Experience presenting to Boards of Education, state agencies, or other governing bodies.
  • Standards & Curriculum Knowledge: Strong understanding of Maryland College & Career Ready Standards and curriculum development/implementation.
  • Assessment Knowledge: Thorough knowledge of the Maryland Comprehensive Assessment Program (MCAP) and other relevant state and national assessments.
  • Virtual & Innovative Learning: Understanding of online/virtual learning models and their role in today's educational landscape.
  • Policy & Reform Awareness: Knowledge of the Blueprint for Maryland's Future and WCBOE Policy and their implications for curriculum, instruction, and professional learning.
  • Leadership Skills: Effective organizational and leadership abilities, including collaborative planning at both the school and system levels.
  • Financial Acumen: Experience in budget development, monitoring, and resource allocation, including the ability to write, plan, implement, and manage grants to support strategic initiatives.
  • Communication Skills: Exceptional written and oral communication skills, with the ability to engage effectively with staff, students, families, and community stakeholders.

 

Responsibilities

  • Provide leadership for the development, supervision, and evaluation of the pre-K–12 instructional program, ensuring alignment with the Maryland College & Career Ready Standards, learning outcomes, and system goals.
  • Support content supervisors in developing, reviewing, and presenting curriculum updates and new course proposals for Board of Education approval.
  • Design, implement, and evaluate professional learning for all certificated employees, including CPD courses, new teacher induction, mentoring for non-tenured teachers, content-area coaching, and leadership development for administrators and supervisors, in collaboration with the Directors of Elementary and Secondary Education.
  • Oversee the Instructional Resource Center and ensure equitable access to instructional supports.
  • Coordinate the placement of teacher candidates, student teachers, and interns in collaboration with higher education partners, ensuring alignment with district priorities and school needs.
  • Provide leadership and oversight for Grow Your Own initiatives, including partnerships designed to recruit, develop, and retain future educators from within the local community.
  • Oversee Early Childhood programs and Judy Centers, ensuring high-quality, developmentally appropriate instruction and strong family and community engagement.
  • Serve on the school system's Steering Committee for the Blueprint for Maryland's Future and actively participate in related subcommittees (High-Quality and Diverse Teachers and Leaders, College & Career Readiness, Career & Technical Education).
  • Lead the development, implementation, and reporting of curriculum and professional development components of the Consolidated Application and related grants.
  • Direct the annual revision of the Catalog of Secondary Courses, ensuring compliance with federal course codes and COMAR requirements.
  • Provide oversight for online/virtual learning programs, as well as digital course offerings.
  • Supervise and evaluate instructional supervisors in collaboration with the Directors of Elementary and Secondary Education, and review teacher observation and evaluation data as necessary.
  • Develop, manage, and monitor curriculum and professional development budgets, and coordinate content area budget planning and allocation.
  • Administer the selection and purchasing of textbooks, electronic resources, and other instructional materials.
  • Secure and manage grants to support curriculum and professional learning initiatives.
  • Partner with district leadership, including other directors and the Supervisor of School Improvement, to strengthen principals and Instructional Leadership Teams in their work to create, monitor, and refine School Improvement Plans that lead to measurable gains in student achievement.
  • Oversee Professional Development School (PDS) partnerships and leadership programs with higher education institutions.
  • Coordinate leadership development and succession planning initiatives, including ESMEC Leadership Conference, Examining the World of Educational Leadership, and the Academy for Leadership in Education.
  • Design and lead the annual Summer Leadership Academy for administrators and supervisors.
  • Serve as primary liaison with MSDE for professional learning, CPD, Title IIA, charter schools, and related initiatives.
  • Coordinate the review process for charter school applications.
  • Ensure timely and accurate submission of required MSDE documents related to content area certification.
  • Collaborate with WCPS directors across divisions to align and strengthen instructional programs and supports for students.
  • Prepare and present reports, plans, and program updates to the Board of Education as required.
  • Serve as an active member of the Executive Leadership Team.
  • Perform other duties as assigned.
